Official: Palestinians to submit statehood bid to UN this month

The Palestinians will submit a draft resolution calling for an end date for the Israeli occupation and for the recognition of a Palestinian state to the United Nation Security Council later this month, a senior Palestinian official told AFP on Tuesday.
Even if the resolution wins the nine necessary votes in the Council, it is still expected to be vetoed by the United States. But according to the official, the Palestinians are undeterred.
"No other solution has been proposed by the United States" to achieve peace and to establish a Palestinian state, PLO official Wassel Abu Yusef told AFP, criticizing U.S. efforts at pushing for the resumption of bilateral negotiations despite the failure of such talks in recent years.

The last round of U.S.-brokered talks between Israel and the Palestinians broke down in April, and was followed a few months later by a bloody conflict between Israel and the Palestinians factions in the Gaza Strip.
On Monday, senior Palestinian officials were set to meet with U.S. Secretary of State John Kerry in Washington in hopes of saving the peace process before the Palestinians take their case to the United Nations.
A senior Palestinian source said the U.S. told the Palestinians it could not accept the reported wording of their proposal, which calls for recognition of the 1967 lines and for the occupation to end by November 2016. However, the source said, if the sides could reach an agreement that would answer most of the Palestinian demands – particularly regarding borders – then there could be some flexibility about the date for ending the occupation .............................http://www.haaretz.com/news/diplomacy-defense/1.624647

  1. Palestine to apply for full-fledged UN membership next year ...

Palestine plans to submit an application in 2015 to obtain a status of a full-fledged UN member and expects that by late November the UN Security Council will vote on the resolution on the time framework for ending the Israeli occupation, the Palestinian UN envoy said on Wednesday.

“The vote on the resolution should be held this month. We hope to get the broadest support. Of course, we want the resolution to be adopted, but if someone uses their veto right, they will disturb the UN Security Council from meeting its commitments and opening the way towards reaching peace,” Riyad Mansour told TASS.

Palestine is not planning to wait until next year when one third of the UN Security Council will be renewed and Australia, Argentina, Luxemburg, South Korea and Rwanda will be replaced by Angola, Venezuela, Spain, Malaysia and New Zealand.

“We welcome the new members of the Council, but we have a new agenda for them which will be topical since January 1,” the diplomat said. “The first thing we are preparing is to submit our application to get a full-fledged membership [in the UN].”

Palestine got a status of a non-member observer state at the United Nations in late November 2012. It needs to receive a recommendation from the UN Security Council to get a full-fledged membership in the organization.

A total of 135 member states of the United Nations have recognized the State of Palestine by late October. Palestine was officially recognized as a sovereign state by the Soviet Union in November 1988.
