Greek FM Accuses Turkey of Cyprus Negotiations Breakdown. -- (Turkey's actions threaten sovereign rights)

Greece has accused Turkey of escalating tensions around Cyprus and undermining negotiations on settlement of the Cyprus issue, the Greek Foreign Ministry said in a Thursday statement.

"Unfortunately, at the center ... is Turkey’s refusal to see that the Republic of Cyprus is an independent and sovereign state, a member of the UN and the European Union, that exercises sovereignty and sovereign rights, in accordance with international law. The exercising of these rights includes the maritime zones  provided for by the Law of the Sea; more specifically, the Exclusive Economic Zone
(EEZ) and the Continental Shelf," the statement said.

Cyprus President Nicos Anastasiades broke off talks on the Cyprus settlement due to the fact that Turkish research ships escorted by two warships are beginning the exploration of mineral resources in the exclusive economic zone of Cyprus, where an Italian and a South Korean company are already working in agreement with the Government of Cyprus. Anastasiades called Ankara's actions a flagrant violation of the sovereign rights of Cyprus.

The Greek Foreign Ministry denied Turkish accusations that Greece is not contributing to the Cyprus settlement. "Greece does not stand accused internationally of military invasion and illegal occupation and settlement, and respects the institutions and processes of the Republic of Cyprus and the Greek Cypriot Community, which is expressed democratically through its leadership".   


"If Turkey wants to, it can contribute effectively to the new talks between the two leaders, to the progress of the negotiations, and to the stability of the Eastern Mediterranean, through moves that respect international law and in acceptance of the fact that the Republic of Cyprus is a member state of the UN and the European Union, with national sovereignty and national sovereign rights,” the document concluded.

Cyprus has been divided since 1974 when Turkey invaded the north in response to a military coup on the island backed by Greece. Turkey is the only state that has recognized the breakaway Turkish Cypriot state.

    The House on Thursday approved a resolution denouncing Turkey’s recent actions seen as an encroachment into Cyprus’ Exclusive Economic Zone (EEZ).

    Noting that Turkey’s actions were in breach of international law, the resolution calls on Ankara to abandon any designs on the EEZ, calls on the EU and the international community to pressure Turkey into complying with international legitimacy and with the UN Law of the Sea, and calls on Cyprus’ EU partners and EU institutions to take sanctions against Turkey should the latter persist with its aggressive policy toward Cyprus.

    Last week Turkey for the first time announced plans to carry out seismic surveys within offshore blocks of Cyprus’ EEZ off the island’s south coast, including a block where an Italian-Korean consortium is currently carrying out exploratory drilling.

    Previous Turkish forays into the EEZ had stayed just outside of licensed blocks.

    Under the latest marine advisory issued by Turkish authorities, the seismic surveys will be taking place from October 20 to December 30.

    Ankara’s move led the government to suspend peace talks with the Turkish Cypriots.

  2. Yesterday, the European Union warned Turkey about the need to respect the sovereignty of member states and their territorial waters....

    The announcement follows Turkey’s publicized decision to reserve coastal areas immediately south of Cyprus for seismic surveys.

    In its recent annual report on countries seeking to join the bloc, Brussels approved of Turkey’s resumption of Cypriot reunification talks under the auspices of the UN Secretary-General.

    “However, Turkey issued statements and engaged in actions challenging the Republic of Cyprus’s right to exploit hydrocarbon resources in Cyprus’s Exclusive Economic Zone for the benefit of all Cypriots,” the European Commission said.

    The move prompted Cypriot President Nicos Anastasiades to withdraw from Tuesday’s discussions.

    “The EU stressed the sovereign rights of EU Member States, which include entering into bilateral agreements, and exploring and exploiting their natural resources in accordance with the EU acquis and international law, including the UN Convention on the Law of the Sea. The EU also stressed the need to respect the sovereignty of Member States over their territorial sea,” the progress report said.

    “Turkey’s commitment in concrete terms to such a comprehensive settlement remains crucial,” an EU spokesman added.

    The EU report further notes that, despite repeated demands from the European Council and the Commission, Turkey has still not complied with obligations outlined in a declaration of the European Community and its Member States dating to September 21, 2005, nor to other Council agreements, including those of December 2006 and December 2013.

    Turkey has not fulfilled its obligation to ensure full and non-discriminatory implementation of the Additional Protocol to the Association Agreement. It has also failed to remove all obstacles hindering the free movement of goods, including restrictions on direct transport links with Cyprus.

Nikosia hat sie in "Blöcke" aufgeteilt und nach internationalen Ausschreibungen an Mineralölgesellschaften vergeben. Das türkische Forschungsschiff zieht durch die Blöcke 1, 2, 3 und 8 und steuert dann Block 9 an.     Греция обвинила Турцию в эскалации напряженности с Кипром и подрыве переговоров по кипрскому урегулированию.

    Президент Кипра Никос Анастасиадис прервал переговоры по кипрскому урегулированию из-за того, что турецкие исследовательские суда в сопровождении двух военных кораблей начинают разведку полезных ископаемых в исключительной экономической зоне Кипра. Здесь по соглашению с правительством Кипра уже работают итальянская и южнокорейская компании. Анастасиадис назвал действия Анкары вопиющим нарушением суверенных прав Кипра.

    "Турция, к сожалению, отказывается признать, что Республика Кипр является независимым и суверенным государством, членом ООН и Европейского союза, которое имеет суверенитет и суверенные права в соответствии с международным правом.
