EU Foreign Affairs Council Calls for Ukraine, Russia to Urgently Sign Gas Agreement

LUXEMBOURG, October 20 (RIA Novosti) - The European Union's Foreign Affairs Council stressed on Monday the urgency of reaching an agreement on Russian gas deliveries to Ukraine for the upcoming winter.

"The Council supports the Commission's efforts in seeking an interim agreement for the resumption of gas supplies by Russia to Ukraine and recalls the urgency for the sides to reach an agreement on the basis of the Protocol, proposed at the latest trilateral meeting," the Council said in a statement.


"Such an agreement, as well as urgent and long-term measures to improve energy efficiency in Ukraine, are critical for safeguarding the security of supply and transit this winter," the Council added.

Ukraine is facing the approaching winter with low natural gas reserves.   1. Ukraine’s national oil and gas company Naftogaz is ready to pay off $3.1 billion of its gas debt to Russia in two branches before year’s end, EU Energy Commissioner Guenther Oettinger said Tuesday....

    “Before the end of October, Naftogas has to pay $1.45 billion,” Oettinger told reporters following trilateral gas talks in Brussels between Russia, Ukraine and the European Union.

    “Naftogaz has also stated its readiness to pay the second tranche, amounting to $1.65 billion, before the end of the year. In total, we arrive at the figure of $3.1 billion,” he added.

  2. Novak: Trilateral Gas Talks' Parties Agree on Price of Russia's Gas Supplies to Ukraine ...

    Russia, Ukraine and the European Union have agreed on the price for the Russian gas supplies to Ukraine from October 2014 through March 2015, Russian Energy Minister Alexander Novak said.

    "The parties agreed that the price for the period from October 2014 to March 2015 will stand at $385 per 1,000 cubic meters," the minister said.

    Ukraine plans to buy about 2 billion cubic meters of Russian gas in November,2014 for $770 million, Novak added.

    “According to our information, Ukraine plans to buy about 2 billion cubic meters at $385 [per 1,000 cubic meters], which amounts to $770 million,” Novak said at a press conference following the trilateral gas talks between Russia, Ukraine and the European Union.

  3. No Russia-Ukraine gas deal at EU talks; Moscow queries finances ...

    Russia and Ukraine failed to reach an accord on gas supplies for the coming winter in EU-brokered talks on Tuesday but agreed to meet again in Brussels in a week in the hope of ironing out problems over Kiev's ability to pay.

    After a day of talks widely expected to be the final word, European Energy Commissioner Guenther Oettinger told a news conference the three parties agreed the price Ukraine would pay Russia's Gazprom (GAZP.MM) - $385 per thousand cubic meters - as long as it paid in advance for the deliveries.
