OSCE: High Commissioner looks forward to the clarification of Albania’s national minority protection framework

In the first visit by a High Commissioner on National Minorities (HCNM) to Albania since 1994, Astrid Thors exchanged views with the country’s President Bujar Nishani and Foreign Minister Ditmir Bushati on regional co-operation. She welcomed the country’s proactive steps to forge closer ties with its regional neighbours, particularly in education matters, stressing that “national minorities can be a bridge to facilitate such initiatives.”
The HCNM also called for the elaboration of the legal and normative framework protecting national minorities in Albania. During meetings in Tirana between 8 and 10 September, she welcomed the Government’s creation of a Working Group on National Minorities, noting it provided an opportunity to improve the competencies of existing participatory mechanisms and, importantly, create a common legal definition for all minorities. Whilst offering HCNM support to the Working Group, Thors stressed the primary importance of involving all minority groups in the process.

During her visit, Thors also met with the Deputy Minister of Education and Sports, Arbi Mazniku; representatives of national minorities; People’s Advocate, Igli Totozani; Commissioner for the Protection against Discrimination, Irma Baraku, and members of the diplomatic corps in Tirana.
