Armenia, Azerbaijan to Meet on Nagorno-Karabakh (VOA News)

The presidents of Armenia and Azerbaijan are scheduled to meet this month, possibly on August 8 or 9, on the long-simmering conflict over the disputed Nagorno-Karabakh region, where a surge in fighting has left a number of soldiers dead.

Armenian President Serzh Sarkisian and Azeri President Ilham Aliyev plan to hold talks in the Russian city of Sochi.

Fighting Saturday killed four Azeri troops and an Armenian soldier, days after at least eight Azeri soldiers were killed.

The United States has encouraged the presidents from both countries to talk and take immediate action to reduce tensions and return to a cease-fire.


State Department spokeswoman Marie Harf says retaliation and further violence will only make it more difficult to bring about a peaceful settlement.

Nagorno-Karabakh is an ethnic Armenian enclave inside Azerbaijan. The landlocked region declared independence in 1992.

Fighting over the region killed about 30,000 people before a 1994 cease-fire.

A peace treaty has never been signed and tensions between both sides occasionally boil over into violence.

    "We are very concerned by the latest armed incidents which caused a
    number of casualties along the Line of Contact andthe Armenian-Azerbaijani State border in recent days.
    We call on both sides to immediately respect the ceasefire, refrain from the use of force or any threat thereof, and continue efforts towards a peaceful resolution of the Nagorno-Karabakh conflict.

      We note with dismay that another prominent human rights defender, Rasul Jafarov, has been arrested in Azerbaijan. The charges against Mr Jafarov relate to his work for the Human Rights Club NGO and appear to be directly linked to recent changes in Azerbaijan's legislation covering non-governmental organisations. We stated our concern at these changes in our statement of 12 February 2014.

      The arrest of Mr Jafarov, coming so soon after the arrest last week of Dr Leyla Yunus, adds to the impression that the authorities are systematically restricting the space for public discourse and civil society in Azerbaijan. We have also learned with concern that the husband of Dr Yunus, Mr Arif Yunus, has been sentenced to three months' pre-trial detention yesterday.

      We remain concerned by the security situation in the region, and recall our statement of 3 August 2014 regarding Nagorno-Karabakh. We are convinced that the civil society has a vital role to play in defending fundamental freedoms, especially during times of conflict. This was the message delivered by European Commission President Barroso to President Aliyev during his visit to Azerbaijan on 14 June 2014.

      We call on the authorities in Azerbaijan to stand by the Council of Europe standards to which they are party. Furthermore, we urge them to reassess their policy towards independent civil society with a view to facilitating an open and inclusive national discourse in line with international standards.

  2. Il Presidente armeno Serzh Sargsyan e il Presidente azero Ilham Aliyev hanno in programma un colloquio per la soluzione del conflitto nel Nagorno-Karabakh l’8 e il 9 Agosto. L'incontro si svolgerà con la mediazione russa a Sochi....

    Negli ultimi giorni, la situazione nella zona di conflitto si è deteriorata, causando vittime. Secondo le prime informazione 12 soldati azeri sono stati uccisi. Lo Stato conteso del Nagorno-Karabakh è il risultato del conflitto tra l'Armenia e l'Azerbaigian, scoppiato alla fine degli anni '80 e durato fino al maggio 1994. Durante le ostilità, l'Armenia ha occupato non solo il Nagorno-Karabakh ma anche
    sette distretti azeri.

  3. Le président d'Arménie Serge Sargsian s'est déclaré prêt à rencontrer le président d'Azerbaïdjan Ilham Aliev pour « discuter d'un règlement pacifique du problème du Haut-Karabakh », a communiqué son porte-parole....

    Le service de presse de la présidence arménienne a noté qu'un règlement pacifique et juste du conflit du Haut-Karabakh n'avait pas d'alternative.

    La rencontre doit avoir lieu le 8 août à Sotchi.

    Il a été annoncé qu'un militaire de l'armée de défense du Haut-Karabakh a été tué par un tir de sniper depuis le territoire azéri. Le ministère de la Défense d'Arménie a déclaré que rien que les 4 et 5 août Bakou avait repris les tirs 45 fois.
