Ukraine Dissolves Crimean Parliament as Secession Vote Nears

MOSCOW, March 15 (RIA Novosti) – Ukraine's Verkhovna Rada voted on Saturday to dissolve the regional assembly in Crimea, one day ahead of a controversial referendum on independence from Ukraine.

A total of 278 lawmakers out of 296 registered for the vote supported the decision. The parliament’s ruling comes into effect immediately.

Ukraine's Constitutional Court on Friday declared unconstitutional Sunday’s referendum in the autonomous Ukrainian region with a narrow ethnic Russian majority that has refused to recognize the legitimacy of the new central government in Kiev.


The top court’s decision means that the Crimean parliament's decree to hold the vote, widely expected to back the southern Ukrainian region joining Russia, loses its effect.

  • Some 135 observers from 23 countries, including the United States, China and the EU, have been invited to monitor the referendum. More than 600 journalists will be covering the vote.

  • The Organization for Security and Cooperation in Europe (OSCE) said Saturday it will not send its observers to Crimea.

    The decision of the Ukrainian Verkhovna Rada (parliament) to dismiss the government of Crimea (autonomy within Ukraine) is similar to the Reichstag fire started by the Nazis in 1933, Igor Morozov of the Federation Council (upper house of the Russian parliament) said on Saturday, March 15.

    “The Rada’s decision to dismiss the government of Crimea is essentially similar to the Reichstag fire started by the Nazis in 1933. At that time the Nazis stopped at nothing in a bid to strengthen their power. The neo-Nazis are now doing the same,” said Morozov, who has arrived in Crimea as an observer to a referendum on its status slated for March 16.

    “The so-called Constitutional Court of Ukraine was formed on March 13 in defiance of the established constitutional procedures. The rulings of this court are doubtful as are the decisions of the present Verkhovna Rada which is acting entirely in the interests of a certain political group that has trampled upon the Constitution of Ukraine and the laws of civilised society,” Morozov said.

    “I would like to draw the attention of international observers and politicians who are watching the situation to the fact that the source of power is people who can express their will, including in a referendum. This rule is stated in Articles 69 and 138 of the Constitution of Ukraine. There are no constitutional grounds for dissolving the parliament of Crimea,” he said.

    Morozov urged international organisations to “make a legal assessment of the political provocation that is taking place now at the instigation of pro-Nazi party and movement leaders who have seized power in Ukraine.
