H Ρωσία κωλυσιεργούσε για περισσότερο από μία εβδομάδα υπό την πίεση του ΟΑΣΕ να του επιτραπεί η αποστολή. Ο οργανισμός ελπίζει ότι θα εμποδίσει την κλιμάκωση των εντάσεων στην ανατολική και νότια Ουκρανία - περιοχές που έχουν μεγάλο αριθμό ρωσόφωνων πληθυσμών όπως Κριμαία .
Η απόφαση της Παρασκευής προβλέπει την άμεση ανάπτυξη ομάδων σε 24 ώρες . Η αποστολή , η οποία έχει την εντολή έξι μηνών , αρχικά θα αποτελείται από 100 παρατηρητές , με έως και 400 επιπλέον εφεδρικών ατόμων έτοιμων να αναπτυχθούν εάν είναι απαραίτητο .
Ο ΟΑΣΕ των 57 κρατών , των οποίων η Ρωσία είναι μέλος , δήλωσε ότι η πολιτική ομάδα παρατηρητών θα συλλέξει πληροφορίες και θα συντάξει έκθεση σχετικά με την κατάσταση της ασφάλειας "σε όλη τη χώρα", αλλά δεν διευκρίνισε εάν αυτό περιλαμβάνει και την Κριμαία , την οποία η Ρωσία προσάρτησε και τυπικά μετά από δημοψήφισμα την περασμένη εβδομάδα κατά το οποίο οι κάτοικοι υπερψήφισαν με μεγάλη πλειοψηφία να ενταχθούν στην Ρωσική Ομοσπονδία .
Οι Ηνωμένες Πολιτείες και η Ευρωπαϊκή Ένωση απέρριψαν το δημοψήφισμα ως παράνομο και επέβαλε κυρώσεις στην Ρωσία μία ημέρα μετά την ψηφοφορία .
Κατά κανόνα ο ΟΑΣΕ αποφασίζει με συναίνεση , αλλά τα κράτη μέλη πρέπει να συμφωνήσουν για την απρόσκοπτη πρόσβαση της αποστολής στην περιοχή .Ο απεσταλμένος του ΟΑΣΕ της Ρωσίας , Andrei Kelin , δήλωσε ότι η χερσόνησος της Μαύρης Θάλασσας, η Κριμαία, θα είναι εκτός ορίων για τους παρατηρητές επειδή " είναι ένα μέρος της Ρωσικής Ομοσπονδίας " .
Αλλά ο επικεφαλής απεσταλμένος της ΗΠΑ, Daniel Baer, δήλωσε στους δημοσιογράφους είπε ότι επειδή " η Κριμαία είναι η Ουκρανία ... θα πρέπει να έχουν πρόσβαση στην Κριμαία» .
Δύο προηγούμενες ομάδες παρατηρητών (άοπλων στρατιωτικών αποστολών) δεν χρειάστηκαν την έγκριση της Ρωσίας επειδή αυτό ζητήθηκε από την Ουκρανία στο πλαίσιο μιας ειδικής διάταξης . Επέστρεψαν όμως χωρίς ποτέ να εισέλθουν στην Κριμαία , διότι εμποδίστηκαν επανειλημμένα, κατά τη διάρκεια των τελευταίων δύο εβδομάδων, από φιλορωσικές δυνάμεις .
« Ένα βήμα προς την κατεύθυνση της αποκλιμάκωσης »
Την έγκριση της Ρωσίας για τη νέας αποστολή δείχνει ότι είναι έτοιμη να συνεργαστεί προς χαλάρωση των κυρώσεων - τώρα που ο στόχος της να προσαρτήσει Κριμαία είναι σχεδόν ολοκληρωμένος .
Ο Γερμανός υπουργός Εξωτερικών Frank-Walter Steinmeier , δήλωσε ότι, αν και συμφωνήθηκε η αποστολή παρατηρητών του ΟΑΣΕ "αυτό δεν είναι το τέλος της κρίσης" , είναι "ένα βήμα που βοηθά τις προσπάθειές μας προς την κατεύθυνση της αποκλιμάκωσης » .
ΟΗΕ Βοηθός Γενικός Γραμματέας για τα Ανθρώπινα Δικαιώματα, Ιβάν Σιμόνοβιτς, έφτασε στην πρωτεύουσας της Κριμαίας , Συμφερούπολη, την Παρασκευή για διήμερη επίσκεψη με σκοπό να προετοιμάσει μία αποστολή παρατηρητών των Ηνωμένων Εθνών για τα ανθρώπινα δικαιώματα στη χερσόνησο , δήλωσε ο εκπρόσωπος του ΟΗΕ Stephane Dujarric . Ο Ιβάν Σιμόνοβιτς σχεδιάζει να επισκεφθεί το λιμάνι της Σεβαστούπολης το Σάββατο .
Ο ΟΗΕ έχει τέσσερις διεθνείς παρατηρητές και επτά τοπικούς στην Ουκρανία - ένας αριθμός που θα αυξηθεί - και λειτουργεί ήδη σε δύο μεγάλες πόλεις της φιλορωσικής ανατολικής Ουκρανίας, στο Ντόνετσκ και Χάρκοβο ,δήλωσε ο εκπρόσωπος του ΟΗΕ Stephane Dujarric .

ReplyDeleteRussia said Saturday is it hopeful that the international monitoring mission in Ukraine will be successful, but stressed that the observers will be excluded from Crimea, which Moscow says has become "part of Russia."
The Foreign Ministry said that it hopes the Organization for Security and Cooperation in Europe monitors can help resolve what Russia called an "internal Ukrainian crisis."
The ministry urged the OSCE observers to bring an end to what Moscow called the "rampant nationalist banditry" and "ultra-radical trends" in Ukraine.

ReplyDeleteDes observateurs de l’Organisation pour la sécurité et la coopération en Europe vont être déployés dans les 24 heures en Ukraine. La mission s’est mise en place avec l’accord de la Russie mais le cas de la Crimée fait encore débat.
Ils seront une centaine. L'Organisation pour la sécurité et la coopération en Europe (OSCE), à laquelle appartient la Russie, a acté, vendredi 21 mars, l'envoi d’un groupe d’observateurs en Ukraine pour une durée de six mois.
Toute la difficulté était de concilier les points de vue russes et occidentaux. Après plusieurs jours de négociations, un compromis a pu être trouvé entre la Russie, qui a rattaché la péninsule ukrainienne de Crimée à son territoire, et les 56 autres pays membres de l'OSCE. Putin, Merkel discuss Ukraine and OSCE mission - Kremlin
ReplyDeleteRussian President Vladimir Putin and German Chancellor Angela Merkel, in a telephone call on Sunday, discussed "the situation that has taken shape after the reunification of Crimea with the Russian Federation," the Kremlin said.
"As for the crisis in Ukraine, both sides expressed satisfaction in connection with the approval of the mandate for a monitoring mission of the OSCE [Organization for Security and Cooperation in Europe] that will work in that country," the Russian president's office said in a statement. "Readiness was reaffirmed for further dialogue, including at expert level."

Lavrov questions attempts to authorise OSCE mission’s visit to Crimea...
ReplyDeleteRussia was ready from the very beginning to support the deployment of the OSCE monitoring mission in Ukraine, but its Western partners were demanding that its mandate should include a visit to Crimea, Russian Foreign Minister Sergei Lavrov told Sergei Brilev’s Vesti v Subbotu (News on Saturday) television programme on March 29.
Replying to a question why Russia had not been ready to support the OSCE mission, Lavrov said: “I would say that our Western and Ukrainian partners were not ready to support it.”
Moscow is used to the fact that the West interpreted everything in the opposite way. “We are used to this. Orwellian talents are still alive,” the minister said.
“Russia was ready to send the mission a week before the decision was finally made. However our partners were demanding with inscrutable stubbornness even though by that time everything was already clear to everyone that we should include in the OSCE mission [mandate] a trip to Crimea as part of Ukraine,” Lavrov said.
“One may essentially disagree with our understanding of the situation or may not accept the Russian Federation’s decisions that were adopted in reply to the will expressed by the people of Crimea and supported by their overwhelming majority. This is clear and that’s life. But failing to understand the real policy and the total pointlessness of the demands addressed to us at the time when we were saying that we would accept any decision to be made by the people in Crimea in their plebiscite, and telling us: ‘well, notwithstanding the president’s words, let’s write that the mission will go to Ukraine, including Crimea’ - that’s either diplomatic impudence or complete diplomatic incompetence,” the minister said.
“Given the ability of our Western colleagues to juggle words and interpret things, as they had proved on so many occasions”, Moscow insisted that instead of writing simply that the “mission will go to Ukraine”, the mandate should specify the cities and regions it was to visit, Lavrov said. “This list contains both western and eastern cities, and not a single town in the Crimean Republic of the Russian Federation,” he added.
