"The resolution passed by the European Parliament at its plenary session on February 6, the resolution on the right to education in Trans-Dniestria, has not escaped Moscow’s attention," the ministry said on its website on Wednesday.
"We are surprised that the above resolution drafted by European MPs from Romania was literally "rubber-stamped" in the presence of less than 10 percent of the European lawmakers," the statement says.
"The self-opinionated desire of the European deputies who voted for it to position themselves as experts on such a complicated and delicate issue is deplorable," the ministry said.
It urged the European Union to take a more responsible approach to matters concerning the Trans-Dniestrian settlement.

ReplyDeleteВ Москве не осталась незамеченной принятая Европейским парламентом на пленарной сессии 6 февраля с.г. резолюция «О праве на образование в Приднестровье». Удивлены тем обстоятельством, что проект упомянутой резолюции, подготовленный европарламентариями от Румынии, был буквально «проштампован» в присутствии менее десяти процентов состава Европарламента. Призываем Евросоюз впредь более ответственно подходить к вопросам, касающимся приднестровского урегулирования.
Вызывает сожаление самонадеянное стремление проголосовавшей за нее группы европейских депутатов выступить экспертами по столь сложной и деликатной проблеме. Убеждены в оправданности позиции Российской Федерации о безальтернативности решения накопившихся за 20 лет неурегулированности конфликта на Днестре проблем путем кропотливого восстановления доверия между Кишиневом и Тирасполем. В конструктивном содействии продвижению этого процесса, а не попытках оказать политизированное давление на одну из сторон путем принятия подобных резолюций, состоит миссия участников переговорного процесса, в том числе наблюдателей.
В этом контексте вызывает недоумение искусственное перекладывание проблем, связанных с дефицитом прямого диалога между сторонами, на некое «внешнее воздействие». Российская Федерация, как уже не раз разъяснялось в связи с упомянутыми в резолюции Европейского парламента решениями Европейского суда по правам человека, не осуществляет юрисдикцию над левобережьем Днестра. Что касается российского военного присутствия, то в Москве считают «Стамбульские обязательства» выполненными. Совместная миротворческая операция на Днестре, взаимодействие органов ее политического и военного управления по-прежнему обеспечивают поддержание стабильности в Зоне безопасности в интересах продолжения переговоров по урегулированию приднестровского конфликта, а мандат миротворческих сил еще далеко не исчерпан.

Moldova and its breakaway region of Transdniestria on Friday signed a protocol that guarantees freedom of movement to the residents of the unrecognized republic, Radoiko Bogojevic, special representative of the OSCE chairperson-in-office for the Transdniestrian Settlement Process, said on Friday after the “5+2” negotiations (Moldova, Transdniestria, the Organisation for Security and Cooperation in Europe/OSCE, Russia, Ukraine and observers from the European Union and the United States) in Vienna.
He added that the protocol which had been signed guaranteed foreign passport holders residing in Transdniestria the right to cross the administrative border with Moldova unhindered.
He explained that the move had been prompted by Moldova’s decision to establish migration control on the administrative border with Transdniestria at the request of the European Union with which it is holding negotiations for liberalization of the visa regime.
Nina Stanski, the then foreign minister of Transdniestria, warned that the republic might toughen its stance at the Vienna talks because the migration control would restrict the freedom of movement for Transdniestria’s residents most of whom hold Russian and Ukrainian passports.................http://en.itar-tass.com/world/721522

ReplyDeleteAnother round of the negotiations on settlement of the conflict in Transdniestria is due in Vienna on April 10-11, Russian Foreign Ministry's Ambadssador for Special Assignments, head of the Russian delegation, Sergei Gubarev said.
The relations between the Dniester's two shores have soured. Tiraspol has accused Chisinau of a new wave of the economic blockade following introduction of higher taxes for economic agents in Transdniestria. Moldova, in its turn, has accused the Transdniestrian security forces of provocations in the security zone of the Transdniestria conflict, where managers of a Moldovan school and a group of Moldovan peacekeepers had been detained. Following the incident, Transdniestria's foreign ministry asked to postpone the upcoming negotiations in Vienna, but after the latest meeting between Shtanski and Moldova's deputy premier Evgeny Karpov the parties agreed Chisinau lifts the higher taxes in March.
The negotiations are complicated by Chisinau's instating on discussion of Transdniestria's status. Transdniestria says the issue is premature and suggests focusing on social and economic cooperation to improve mutual trust.
