ReplyDeleteStrategic Affairs Minister Yuval Steinitz questioned the Palestinian Authority President Mahmoud Abbas' intentions in the ongoing peace talks with Israel.
"We have great doubt about Abu Mazen's (Abbas) willingness to reach an agreement," he told a town hall meeting. "We see the strong incitement and anti-Semitism of the Palestinian Authority led by (Abbas) as a main obstacle on the road to an agreement."

Un accord de paix israélo-palestinien pour avril: le rêve de John Kerry...
ReplyDeleteLe secrétaire d'Etat américain John Kerry vient d'achever trois jours de discussions avec les Palestiniens et les Israéliens. John Kerry se dit optimiste et promet un plan de paix juste et équilibré, un plan dont le contenu s'invente au fil des voyages du secrétaire d’Etat au Proche-Orient. Les USA mettent les belligérants sous pression.
De tournée en tournée -la dixième en six mois- John Kerry pousse le Premier ministre israélien Benjamin Netanyahou et le président de l'Autorité palestinienne Mahmoud Abbas à concevoir un plan de paix qui déboucherait en avril sur la création de deux états indépendants.
Il compare son travail diplomatique à un puzzle qui se mettrait peu à peu en place. Selon lui, Israéliens et Palestiniens sont de plus en plus conscients des décisions difficiles à prendre. Certaines ont déjà été prises, la plus notoire étant la libération de quelques dizaines de prisonniers palestiniens.
Mais il demeure plusieurs points de blocage. Le principal pour l'instant, est la question de la sécurité des deux futurs états. Israël exige que la Palestine soit démilitarisée et de pouvoir maintenir une présence militaire à moyen terme le long de sa frontière avec la Jordanie. Inacceptable pour les Palestiniens. Mais Mahmoud Abbas ne s'oppose pas à la présence d'une force internationale, ce que refuse Israël.
Plus d'intérêt à conclure qu'à échouer
John Kerry devrait livrer à la fin du mois le contenu de l'accord cadre qu'il négocie à l'arraché. Le postulat américain est que Mahmoud Abbas comme Benjamin Netanyahou ont plus d'intérêt à conclure qu'à échouer. Israël se retrouverait encore plus isolé sur la scène internationale, Mamhoud abbas perdrait encore plus de crédit face à sa population. John Kerry parle de puzzle, mais la partie tient aussi du jeu de hasard.

ReplyDeleteJERUSALEM: A former Mossad chief on Sunday described as mere " manipulation" a claim that Israel's presence in Jordan Valley is vital for its security, a core issue in the troubled peace process with Palestinians.
Israel on Sunday rejected any security concessions for the valley under a "framework agreement" that US secretary of state John Kerry is trying to secure for a Israel-Palestinian deal on core issues, including security and borders.
"The Jordan Valley is not essential to Israel's security because the country is not facing a threat from the east," former spy agency chief Meir Dagan was quoted as saying by Ma'ariv newspaper days after a ministerial panel supported legislation to annex Israeli settlements in the valley bordering Jordan.
"I have no problem with the political demand that the valley should be part of the state of Israel," he reportedly said in a lecture at a cafe last week.
"Such a position is permissible. What bothers me is that it's being depicted as some kind of security problem. There is no Iraqi army, there is no eastern front. There's peace with Jordan. I don't like the talk that the valley is essential to Israel's security."
The decorated spy emphasised that citing security reasons for retaining the Jordan Valley amounted to "manipulation".

US-Außenminister John Kerry hat Fortschritte in den Friedensgesprächen zwischen Israel und Palästinensern ausgemacht. Beide Seiten hätten jetzt eine genauere Vorstellung davon, wie ein Kompromiss für ein Rahmenabkommen aussehen könnte, sagte Kerry in Jerusalem vor seinem Abflug nach Jordanien und Saudi-Arabien. Dort und in anderen arabischen Ländern will er seine jüngste Vermittlungsinitiative absichern.
Seit Donnerstagabend pendelt der US-Außenminister zwischen dem israelischen Ministerpräsidenten Benjamin Netanjahu und Palästinenserpräsident Mahmud Abbas hin und her. Es seien sehr produktive und ernsthafte Gespräche gewesen, sagte Kerry. Alle wichtigen Fragen wie Grenzen, Sicherheit, die Zukunft der palästinensischen Flüchtlinge und der Status Jerusalems seien angesprochen worden. In welchen Punkten sich die Konfliktparteien nähergekommen sind, ließ Kerry allerdings offen.
Anders als der US-Außenminister klangen allerdings Israelis und Palästinenser nicht sehr euphorisch. Es habe "keine echten oder wesentlichen Fortschritte" bei den Gesprächen gegeben, sagte der Abbas-Vize in der Palästinensischen Befreiungsorganisation PLO, Jassir Abed Rabbo.
