Την Δευτέρα ξεκινάει στο ΕΚ η τριήμερη "Διακοινοβουλευτική Εβδομάδα 2014" που εγκαινιάζει τον κοινοβουλευτικό έλεγχο του ετήσιου γύρου συντονισμού των εθνικών οικονομικών πολιτικών. Αντιπροσωπίες των εθνικών κοινοβουλίων και ευρωβουλευτές θα συζητήσουν οικονομικά, δημοσιονομικά και κοινωνικά θέματα. Στην διάρκεια αυτής της εβδομάδας θα πραγματοποιηθούν ολομέλειες για τα ευρωπαϊκά εξάμηνα του 2013-2014.
Ο πρόεδρος του ΕΚ Μάρτιν Σούλτς και αρχηγοί των πολιτικών ομάδων υποδέχονται τον πρωθυπουργό της Τουρκίας, Ταγίπ Ερντογάν, την Τρίτη το απόγευμα. Στη διάρκεια της επίσκεψης θα συζητηθεί η πρόοδος στις ενταξιακές διαπραγματεύσεις, η ανεξαρτησία της Δικαιοσύνης στην Τουρκία και η στάση της Άγκυρας στις κρίσεις στη Συρία και στο Ιράκ.
- Από τη Δευτέρα μέχρι την Πέμπτη οι Έλληνες Υπουργοί παρουσιάζουν στις επιτροπές του ΕΚ τις προτεραιότητες της εξάμηνης ελληνικής προεδρίας του Συμβουλίου.
Την Πέμπτη στην επιτροπή Εσωτερικής αγοράς ψηφίζονται νέοι κανόνες οι οποίοι θα καθιστούν το σύστημα αυτόματης κλήσης για βοήθεια e-call σε περίπτωση ατυχήματος, υποχρεωτικό σε όλα τα νέα αυτοκίνητα από το 2015.
Νέου κανόνες για τον επαναπατρισμό των πολιτιστικών θησαυρών που μεταφέρθηκαν παράνομα μεταξύ κρατών μελών ψηφίζει την Τρίτη η επιτροπή Πολιτισμού. Οι νέοι κανόνες είναι πιο σαφείς σχετικά με τη αποζημίωση του ιδιοκτήτη και τη διαδικασία επιστροφής των έργων.
Την κατάσταση των ανθρωπίνων δικαιωμάτων στη Ρωσία συζητά την Τετάρτη η υποεπιτροπή Ανθρωπίνων Δικαιωμάτων με αφορμή τους Ολυμπιακούς Αγώνες του Σότσι. Εκπρόσωποι από το ευρωπαϊκό Παρατηρητήριο των Ανθρωπίνων Δικαιωμάτων και τις ρώσικες οργανώσεις προάσπισης των ανθρωπίνων δικαιωμάτων Μεμόριαλ και Quarteera θα συμμετέχουν στην εκδήλωση.
Μέτρα για την καταπολέμηση του "ντάμπινγκ" ψηφίζονται την Τρίτη από την επιτροπή Διεθνούς Εμπορίου. Τα νέα μέτρα έχουν σκοπό να επιταχύνουν τις διαδικασίες καταπολέμησης της προώθησης στην ευρωπαϊκή αγορά εισαγόμενων προϊόντων σε τιμές κάτω του κόστους.
- Η επιτροπή Εξωτερικών ψηφίζει εκθέσεις προόδου για την Βοσνία-Ερζεγοβίνη και την ΠΓΔΜ την Τρίτη.
Την Τετάρτη η επιτροπή Περιβάλλοντος ψηφίζει κανονισμό που απαγορεύει τις μεταφορές αποβλήτων από κράτη μέλη. Μόνο το 2009 αναφέρθηκαν στην Ευρωπαϊκή Επιτροπή 400 περιπτώσεις παράνομης μεταφοράς αποβλήτων σε άλλες χώρες. Οι ευρωεκλογές έρχονται και στο επίκεντρο των εκδηλώσεων αυτή την εβδομάδα βρίσκεται ένα ακόμα συνέδριο στη Ρώμη την Πέμπτη, η οποία θα επικεντρωθεί στην ποιότητα ζωής στις χώρες της ΕΕ.

Turquie: Erdogan à Bruxelles pour défendre sa réforme judiciaire...
ReplyDeleteLe Premier ministre turc, empêtré dans la plus grave crise politique de son règne de onze ans sur la Turquie, est à Bruxelles ce lundi soir. Recep Tayyip Erdogan tente de désamorcer les critiques suscitées par sa récente réforme judiciaire très contestée.
Initialement, le séjour de M. Erdogan dans la capitale européenne, le premier depuis cinq ans, avait été conçu pour célébrer la relance des relations Turquie-UE. Mais le scandale de corruption qui menace le régime d'Ankara a bouleversé son ordre du jour.
Le chef du gouvernement islamo-conservateur va retrouver les dirigeants européens en position d'accusé, alors que les critiques pleuvent pour dénoncer sa volonté de remettre au pas la justice turque et d'étouffer les enquêtes qui le menacent.
Dans ce climat, le ministre turc des Affaires européennes Mevlüt Cavusoglu a redit lundi la volonté de son pays d'éviter avec l'Union toute crise susceptible de faire une nouvelle fois dérailler la candidature de la Turquie à l'intégration.
"Nous espérons, nous souhaitons que le projet (de réforme) concernant le HSYK (haut-bureau des juges et magistrats) ne provoque pas de grave crise avec l'UE", a-t-il déclaré dans un entretien au quotidien libéral Milliyet.
"Nous comprenons que l'initiative ait suscité certaines discussions mais nous allons leur (l'UE) en expliquer le bien fondé", a ajouté M. Cavusoglu, répétant que le projet de loi controversé était selon lui "conforme aux normes politiques de l'UE".
"Nous sommes prêts à discuter de tous le sujets" avait déclaré la veille son collègue des Affaires étrangères Ahmet Davutoglu, "nous sommes prêts à écouter toute critique ou tout point de vue, tant que ces critiques et opinions sont fondées sur les standards et les normes en vigueur dans l'Union européenne".

DeletePrime Minister Recep Tayyip Erdoğan gave assurances to the European Union to respect the rule of law, judicial independence and the separation of powers amid the government’s move to draft a controversial judicial bill in response to an ongoing graft probe.
“We have followed the events closely, and I have today relayed the European concerns to Prime Minister Erdoğan as an honest friend and partner. I was quite happy during the discussion because Prime Minister Erdoğan, in a very frank and open manner, addressed all the issues and gave us reassurances,” European Commission head Jose Manuel Barroso said during a press statement in Brussels Jan. 21.
Both Barosso and EU President Herman van Rompuy said during the press conference that the EU has been closely following the developments since the launch of raids as part of the graft probes on Dec. 17, 2013.
Carrying out his first visit to Brussels since 2009 after a turbulent 2013 marked by the Gezi protests and closed by a damaging graft scandal, Erdoğan explained that the government’s reform intended to enhance “the judiciary’s neutrality.” “If you try to use the judiciary’s independence by departing from the principle of neutrality, this will cause problems. To overcome them, it is the duty of the legislative power to set the principles of both the independence and neutrality of the judiciary,” he said.
The judiciary bill currently being debated in the Turkish Parliament sparked a war of words between Ankara and Brussels, with European Commissioner Stefan Füle emphasizing that the reforms should be in line with the EU legislation.

Congratulations to Serbia on official start of talks with EU...
ReplyDeleteBRUSSELS - European officials extended congratulations to Serbia on Tuesday on the occasion of the first session of the intergovernmental conference with the EU, which marked the official start of the country's EU membership negotiations, stressing that this is an important day both for Serbia and the region.
The first reaction from majority officials appeared on Twitter.
EU High Representative for Foreign Affairs and Security Policy Catherine Ashton congratulates Serbia on the start of the EU accession negotiations, the European External Action Service, which is headed by Ashton, said on Twitter.

European Parliament Rapporteur for Jelko Kacin welcomed the first session of the intergovernmental conference, adding that the conference has historic importance not only for Serbia, but also for the entire region.
I believe that the membership talks are excellent news for the citizens of Serbia and the perspective of the country's economic recovery, Kacin said in a statement.
Belgrade is turning to concrete reforms, which will ensure the introduction of the rule of law and strengthening of the country's economic potentials so that the Serbian companies could compete in the EU single market, he said.

ReplyDeleteUnter Gewaltenteilung zwischen Regierung und Justiz kann man unterschiedliche Dinge verstehen - so wie der türkische Regierungschef Erdogan und die politische Spitze der EU. Das schafft Probleme und schlechte Stimmung.
BrüsselDie Europäische Union ist auch nach einem Treffen mit dem türkischen Regierungschef Recep Tayyip Erdogan „besorgt“ über den Druck der türkischen Regierung auf Richter, Staatsanwälte und Polizisten. Sowohl EU-Kommissionspräsident José Manuel Barroso als auch Ratspräsident Herman Van Rompuy betonten am Dienstag in Brüssel die Bedeutung der Gewaltenteilung und der Unabhängigkeit der Justiz. Erdogan sagte vor Journalisten, auch er sei grundsätzlich für Gewaltenteilung - allerdings dürfe die Justiz keine „gesonderte Macht“ im Staate werden.
Erdogans Visite in Brüssel war überschattet von vorheriger Kritik der EU an Versetzungen von Polizisten und Staatsanwälten in der Türkei, nachdem die Justiz im vergangenen Dezember Ermittlungen gegen politische Vertraute des Ministerpräsidenten wegen Korruption eingeleitet hatte.
„Wir sind besorgt über die jüngsten Ereignisse in der Türkei“, sagte Barroso. „Als aufrichtiger Freund und Partner habe ich Ministerpräsident Erdogan diese Sorgen übermittelt“, sagte Barroso. Er bezeichnete die Unterhaltung mit Erdogan als „offen und freimütig“.
Van Rompuy sagte, die Türkei sei als Beitrittskandidat verpflichtet, „die politischen Kriterien für einen Beitritt einschließlich der Rechtsstaatlichkeit und der Gewaltenteilung zu respektieren“. Die Regierung in Ankara müsse dafür sorgen, dass die Justiz des Landes „ohne Diskriminierung oder Bevorzugung transparent und unparteiisch funktionieren kann“.
Erdogan wies die Vorhaltungen zurück: „Alle demokratischen Länder glauben an die Gewaltenteilung. Und was die Gewaltenteilung angeht, so war das für Länder, die an Demokratie glauben, nie ein Problem.
