Belgrade and Pristina's officials without agreement in Brussels

Serbia and Kosovo's prime ministers failed to reach an agreement on the possibility of forming a community of Serbian municipalities in Kosovo's north, when the pair met in Brussels on Monday to start a new round of EU-mediated negotiation talks. 
Serbian PM Ivica Dacic and his Kosovan counterpart Hashim Thaci met in the presence of EU High Representative for Foreign Affairs and Security Policy Catherine Ashton.

Serbian media reported that the prime ministers did not reach any agreement on key issues.


Thaci insisted on including three municipalities with an Albanian population in the community of four municipalities with a Serbian population in Kosovo's north.

"We could not reach any agreement and there are significant differences in attitudes," said Dacic, according to Kosovan media.

This was the first round of dialogue between Serbia and Kosovo since Serbia started EU accession talks last Tuesday.

Serbs want to form a community of municipalities in Kosovo's north, where they form the majority of the population, but the topic has been the cause of long-term disputes between the two nations.

An agreement on the normalization of relations meant that local elections held in Kosovo in October 2013 took place throughout the entire territory, including the north, for the first time.

The two countries signed an EU-mediated contract on the normalization of relations in April last year, which must be fulfilled as a precondition for EU membership.

The talks are scheduled to continue on February 12, after the United Nations Security Council assembly on Kosovo.

    BRUSSELS - The dialogue on normalising the Belgrade-Pristina ties ended in Brussels late Monday without an agreement on the most important issues, representatives of the two sides said.

    "We failed to reach an agreement and our positions differ significantly," Serbian Prime Minister Ivica Dacic said in Brussels after almost two hours of discussions with Kosovo Prime Minister Hasim Taci.

    Dacic explained that the Pristina side, led by Taci, still insists that three ethnic-Albanian majority municipalities south of the river Ibar be put under the jurisdiction of the Basic Court in Mitrovica in addition to four Serb municipalities.

    "That disrupts the previously agreed-upon representation based on ethnic composition," Dacic told reporters after the dialogue.

  2. Kosovo Serb detained in northern Kosovo-Metohija ....

    KOSOVSKA MITROVICA - EULEX has arrested Kosovo Serb Dragoljub Delibasic from Kosovska Mitrovica, northern Kosovo-Metohija, whom a EULEX special war crimes prosecutor placed in detention, Lawyer Dejan A. Vasic has said.

    Vasic told Tanjug that Delibasic, a retired lieutenant colonel of the Serbian Ministry of the Interior, was arrested on suspicion that he committed several grave crimes during 1999 and 2000.

    Oliver Ivanovic is charged with the same crimes. An international judge at the Mitrovica Basic Court placed Ivanovic in detention for one month in January, Vasic said.

    Delibasic was transferred to Pristina, where he will face a police interview in the premises of the Kosovo special prosecution on Wednesday, Vasic added.

    Kosovo media reported that Delibasic is suspected of war crime and accountable for the murder of several Kosovo Albanians in Kosovska Mitrovica on February 3, 2000.

    EULEX Spokesperson Irina Gudeljevic confirmed to Tanjug earlier that EULEX police arrested one person in northern Kosovo on Tuesday evening, saying that more will be known later in the day.

      Η αποστολή της Ευρωπαϊκής Ένωσης στο Κόσοβο (Eulex) συνέλαβε τον Ουκ Ρουγκόβα, γιο του πρώτου προέδρου του Κοσόβου, Ιμπραχίμ Ρουγκόβα και άλλα επτά άτομα για ανάμειξη σε υπόθεση του οργανωμένου εγκλήματος.

      Ο Ουκ Ρουγκόβα συνελήφθη στο σπίτι του, στη συνοικία Βελάνιγια στην Πρίστινα, μεταδίδουν τα τοπικά ΜΜΕ.

      Ο δικηγόρος του, Μπαϊράμ Τμάβα επιβεβαίωσε ότι με εντολή του εισαγγελέα της Eulex συνελήφθη ο Ουκ Ρουγκόβα και ότι αποφασίστηκε 48ωρη κράτησή του.

      Εκτός από τον Ουκ Ρουγκόβα, για την ίδια υπόθεση συνελήφθη και αξιωματούχος της πρεσβείας της Ιταλίας στην Πρίστινα.

      "Πρόκειται για οργανωμένη ομάδα που διέπραξε ποινικά αδικήματα απάτης και κατάχρησης εξουσίας" δήλωσε η εκπρόσωπος της Eulex, Ιρίνα Γκουντέλιεβιτς.

    2. Son of late Kosovo president arrested in organised crime and fraud investigation....

      Uke Rugova, a solicitor whose father was Kosovo’s late President Ibrahim Rugova, has been arrested by masked members of EULEX (European Union Rule of Law Mission in Kosovo).

      The officers have reportedly questioned Uke in relation to organised crime and fraud.

      Officers searched Rugova’s home, his father’s former main office.

      The late president spearheaded Kosovo’s independence from Serbia.

    3. Son of late Kosovo President Rugova arrested for alleged fraud, organized crime...

      PRISTINA, Kosovo — A Kosovo lawmaker who is also a son of late President Ibrahim Rugova was arrested Wednesday by European Union police and justice workers for alleged involvement in organized crime and fraud.

      Officers also searched Uke Rugova's residence, which for many years served as the main office of his father, who spearheaded Kosovo's independence from Serbia.

      Uke Rugova's lawyer, Bajram Tmava, said his client will appear in front of a judge in the next two days. He said Rugova denies all the charges against him.

      The spokesman for the EU's rule of law mission in Kosovo, said their officers raided the properties of at least 10 suspects involved in fraud, organized crime and trading in influence, without identifying them.

    4. EULEX arrests group of suspects for crime and fraud....

      PRISTINA - EULEX carried out an arrest operation early on Wednesday at the warrant issued by the international prosecutor of the Kosovo Special Prosecutor's Office and detained ten individuals on suspicion that they were members of an organised criminal ring which managed to pull a fraud on the Italian Embassy in Pristina.

      EULEX is conducting searches at several locations, the mission released but it did not list the names of suspects for organised crime and leverage bargaining.

      The Kosovo Special Prosecutor's Office and the Italian Embassy in Pristina are closely cooperating in the investigation, the release states.

      Pristina media reported that EULEX arrested Uk Rugova, son of former president Ibrahim Rugova, in his home in the Pristina neighbourhood of Velanija together with seven more individuals suspected of organised crime.

      Rugova's lawyer Bajran Tmava confirmed that Rugova was arrested and placed in a 48-hour detention on a warrant issued by the EULEX prosecutor.

      Sources in the Kosovo Police Service (KPS) say that the KPS did not take part in the operation and that the charges cover the criminal act of illegal sale and purchase of visas.

      The sources also say that one official of the Italian Embassy in Pristina was also arrested in the operation, Koha Net reported.
