The island has been divided into Greek and Turkish sides since a Greek Cypriot coup was followed by a "Turkish peace mission" to aid Turkish Cypriots in the north in 1974.
Turkey will open chapter 22, which regulates regional policies, on November 5 in Brussels after three years.
No new chapters were opened in the past three years, mostly due to the Cyprus issue, and blocks by former French President Nicolas Sarkozy, who opposed Turkey's EU membership.
"November 5 is a turning point in Turkish-EU relations. Because for the first time after a three year gap, we will be opening a new chapter," Bagis said.
Reminding of the European Union’s annual progress report on Turkey which was released on October 16, Bagis said it was objective and neutral and called on parties to open chapters 23 and 24.
"Everyone knows that Turkey is ready and willing to open both of those two chapters... We will continue to take reform steps to make living in this country better and opening chapters would only motivate us further," Bagis said.
Meanwhile Ruijten stressed the importance of the reforms Turkey needs to undertake as Turkey would be a more modern and prosperous country after reforming its society.
"Turkey should have an independent and impartial justice, and the rights of individuals and collective rights should not only be laid down in the legislation, but also in the minds of people. It should be the absolute commitment of Turkey to go in the same direction as the EU," she said.
Stating that there was a slow down in Turkey's reforms, Ruijten said she also observed other problems in Turkey including freedom of press.
When asked whether a new term would really start between the EU and Turkey after November 5 with the opening of a new chapter, Ruijten said, "We are giving a new start to the negotiations It is a new stage in the negotiation process and what is more important for Turkey to work on the Copenhagen criteria judiciary, individual rights, press and media freedom."

'New prospect for momentum in Turkey-EU relations'...
ReplyDeleteThe month of October brought two crucial developments in the uneasy Turkey-EU relations; the announcement of the 2013 Progress Report and the opening of the much-anticipated negotiations on Chapter 22 on Regional Policy.
As a delayed but positive step, the council agreed to open Chapter 22. We welcome this development after three years of a gap in the accession talks but expect further steps. This indicates a new phase in the accession negotiations following years of stalemate. As the European Commission puts it, “the full potential of the EU-Turkey relationship is best fulfilled within the framework of an active and credible accession process.” We assume that the opening of this recent chapter will be the beginning of a credible accession process, which has unfortunately been highly politicized for Turkey.
Despite all shortcomings, the EU has been a strong anchor for Turkey in taking steps for further democratization and the improvement of the living standards of our citizens. We are determined to advance the EU accession process through the reforms serving the objectives of a modern democracy.
Indeed, Turkey’s current level regarding democratization, human rights and socioeconomic development is indisputably closer than ever to EU standards.
The Progress Report with its relatively objective perspective was another important development in October. As indicated in the report, our government is committed to the democratization process and the reforms. The recent democratization package announced by Prime Minister Recep Tayyip Erdoğan has been highly praised. Thanks to the steps we have been taking for the past 11 years, Turkey has accumulated the critical mass for the change of mentality. “The nation for the state” perception has been replaced by the notion of “the state for the nation.” We welcome the recognition of this significant change in the Progress Report.
As underlined in the report, with its large, dynamic economy, Turkey is an important partner for the EU and a valuable component of EU competitiveness through the Customs Union. Moreover, Turkey’s alignment with the EU acquis is quite advanced. According to the report, Turkey has made progress in 32 out of 33 chapters since last year.
Despite all these positive developments, we cannot understand the blockages Turkey suffers in the negotiation process. As a matter of fact, the commission also underlined that work on the negotiation chapters was interrupted many times as a consequence of disagreements among member states. Thus the commission itself admits that the blockage of the negotiations is not the outcome of Turkey’s technical shortcomings, but of the political attitudes adopted by some member states. Turkey eager to open multiple EU chapters...
ReplyDeleteOpening one negotiation chapter with Turkey during each six-month rotating presidency of the European Union is not acceptable, Turkish EU Minister Mevlüt Çavuşoğlu has said, ahead of a key official visit to Germany.
Çavuşoğlu said that such slow progress would mean that Turkey can only become an EU member within a decade at the earliest. “Chapters 23 and 24 [judiciary and fundamental rights; and justice, freedom and security] are very important and we want chapters related to the judiciary, security and freedom to be opened. As a matter of fact, EU countries also want this, but Greek Cyprus has blocked these two chapters. These should be lifted,” he told reporters on Feb. 3, as he hosted Hacettepe University rector Murat Tuncer.

French President Hollande's visit to Turkey last week increased hopes for possible new chapters to open between Turkey and the European Union (EU), said Cemil Cicek, Turkey's parliamentary speaker on Monday.
Cicek called Turkey's wish to be an EU member 'a strategic preference.'
"Turkey's accession to the EU will be beneficial for both parties, because without Turkey EU cannot be a strategic, problem-solving power," he said.
He said that the EU is a great union in terms of economic cooperation and unity, but in terms of international politics it is not a very influential player.
"A country like Turkey will be of great benefit for the European Union," he added.
Cicek also praised Hollande's positive remarks on Turkey's EU membership during his recent visit to Ankara.

DeleteThe opening of EU chapters 23 and 24 would benefit Turkey the most in the interests of keeping the country on track in its EU bid, German Foreign Minister Frank-Walter Steinmeier said yesterday following talks with his Turkish counterpart, Ahmet Davutoğlu.
Noting that the recent graft probe gripping Turkey was the topic of intense with Davutoğlu, Steinmeier said, “Maybe the opening of chapters 23-24 would be the best thing [to ensure a successful judiciary in Turkey].”
Steinmeier said it was important to keep the European Union’s door open to Turkey following turbulence over the corruption probe, saying he advocated the opening of two new sections of Ankara’s membership talks, Chapter 23 on the judiciary and fundamental rights and Chapter 24 on justice, freedom and security.
Turkey’s top diplomat, for his part, said the opening of the chapters would be crucial in ensuring that the Turkish judiciary would fall in line with the European one. “EU-Turkish ties are very important. We trust Germany’s leadership on this topic. ReplyDeleteDer türkische Ministerpräsident ist in Berlin, um die Öffnung neuer EU-Beitrittskapitel zu fordern. Im Schlepptau hat er seinen neuen EU-Minister. Das Auftreten des Duos folgt einer klaren Strategie.
Der EU-Beitrittsprozess ist in der bisherigen Form inakzeptabel, sagte der türkische EU-Minister Mevlüt Cavusoglu am Montag, kurz bevor er sich mit Ministerpräsident Recep Tayyip Erdogan auf den Weg nach Berlin machte. Es ist Erdogans erster Besuch in Deutschland nach der Bundestagswahl, bei einer Bundeskanzlerin Merkel, die immer noch sagt, sie wolle keine türkische Vollmitgliedschaft in der EU, aber sie sei dafür, den Beitrittsprozess am Laufen zu halten. Das dürfte denn auch das Hauptthema sein: der Beitrittsprozess. Weshalb Cavusoglu mit von der Partie ist.
Ansonsten will Erdogan vor allem Wahlkampf machen. Im März stehen in der Türkei Kommunalwahlen an, denen die Regierung nationale Bedeutung beimisst: Fällt Istanbul, nach der Protestbewegung im vergangenen Sommer und nach den im Dezember bekannt gewordenen Korruptionsskandalen, dann wankt vielleicht auch die Macht der AKP. Umso wichtiger, die Stimmen der Auslandstürken zu sichern. Erdogan wird insofern bei einer Veranstaltung der Union der Europäischen Türken, die der türkischen Regierung nahesteht, für sich und die Regierungspartei AKP werben.
Cavusoglu ist erst seit einem Monat Minister, als Nachfolger seines der Korruption verdächtigten Vorgängers Egemen Bagis. Aber in der kurzen Zeit hat sich bereits so etwas wie ein Muster herausgebildet. Deutsche Politiker fordern von dem türkischen Ministerpräsidenten Recep Tayyip Erdoğan, die in Deutschland lebenden Türken zu mehr Integration zu ermutigen. Unionsfraktionschef Volker Kauder verlangte anlässlich des Deutschlandbesuchs und des geplanten Auftritts vor Tausenden Landsleuten im Berliner Tempodrom, dass "die Rede von Herrn Erdoğan nichts enthält, was die Integration der türkischstämmigen Bevölkerung erschwert".
Der CDU-Politiker spielte gegenüber Spiegel Online auf einen Auftritt Erdoğans in der Köln-Arena im Jahr 2008 an. Damals hatte der Ministerpräsident die etwa drei Millionen Deutschtürken davor gewarnt, sich zu assimilieren, und damit eine hitzige Debatte über Integration ausgelöst. Erdoğan wird in Berlin zunächst von Kanzlerin Angela Merkel im Bundeskanzleramt empfangen und später auch mit Außenminister Frank-Walter Steinmeier zusammentreffen.
Angesichts der innenpolitischen Turbulenzen in der Türkei verwies Kauder außerdem darauf, dass Erdoğan sich stärker an "demokratische Spielregeln" halten müsse. Er erwarte auch "ein deutliches Bekenntnis zur Religionsfreiheit". Schließlich wolle Erdoğan "ja mit der Türkei auch nach Europa". Kauder ist ein Gegner eines EU-Beitritts der Türkei. BERLIN.-Turkish Prime Minister Recep Tayyip Erdogan said Tuesday that recent global events underscore the need for strong Ankara-Brussels ties and Turkey's accession to the EU.
Erdogan said in his speech at a think-tank institute in Berlin that the global financial crisis, Arab Spring, Syria's civil war and Egypt's ongoing crisis prove that the EU needs Turkey.
He also addressed the December 17 anti-graft operation in Istanbul, saying, "We repelled this attack thanks to the support of the Turkish people and our determined stance."

Bundeskanzlerin Angela Merkel (CDU) bleibt trotz der Forderung Ankaras nach mehr Unterstützung bei ihrer Zurückhaltung gegenüber einer raschen EU-Vollmitgliedschaft der Türkei. Die schwarz-rote Bundesregierung sehe die Beitrittsverhandlungen als einen ergebnisoffenen Prozess, sagte Merkel am Dienstag nach ihrem Treffen mit dem türkischen Ministerpräsidenten Recep Tayyip Erdogan in Berlin. Deutschland sei dafür, dass das Verhandlungskapitel zur Regionalpolitik intensiv behandelt werde. Es sei zudem vorstellbar, dass die Rechtskapitel bald geöffnet werden können.
Erdogan hatte zuvor eindringlich um Unterstützung für eine Ausweitung der EU-Beitrittsverhandlungen mit seinem Land geworben. Vor der Deutschen Gesellschaft für Auswärtige Politik hatte Erdogan das offizielle Programm seines Staatsbesuchs in Berlin begonnen.
