ΗΠΑ, Γαλλία και Βρετανία εξετάζουν τα σενάρια για τη Συρία. -Μπαν Γκι-Μουν: «έχει διαπράξει πολλά εγκλήματα κατά της ανθρωπότητας» (VIDEO)

Οι υπουργοί Εξωτερικών της Γαλλίας, της Βρετανίας και των ΗΠΑ θα συναντηθούν τη Δευτέρα στο Παρίσι για να συζητήσουν σχετικά με τη συριακή κρίση, ανακοίνωσε σήμερα το γαλλικό υπουργείο Εξωτερικών.
Οι τρεις υπουργοί, ο Γάλλος Λοράν Φαμπιούς, ο Αμερικανός Τζον Κέρι και ο Βρετανός Ουίλιαμ Χέιγκ, θα γευματίσουν στο πλαίσιο «των συνεχιζόμενων συνομιλιών τους για τη Συρία», είπε ο εκπρόσωπος του υπουργείου Φιλίπ Λαλιό.

Λίγο νωρίτερα, ο εκπρόσωπος είχε δηλώσει ότι η ένταξη της Συρίας στη Σύμβαση για την Απαγόρευση των Χημικών Όπλων δεν αρκεί και επέμεινε ότι είναι ανάγκη να υιοθετηθεί μια δεσμευτική απόφαση από το Συμβούλιο Ασφαλείας του ΟΗΕ. «Οι ανακοινώσεις του συριακού καθεστώτος είναι ασφαλώς πολύ χρήσιμες αλλά παραμένουν ανεπαρκείς», επισήμανε.

Πεπεισμένος για τη χρήση χημικών
Η έκθεση των ειδικών του ΟΗΕ θα καταδείξει «με συντριπτικό τρόπο» ότι έγινε χρήση χημικών όπλων στη Συρία, εκτίμησε σήμερα ο γενικός γραμματέας του Οργανισμού, Μπαν Γκι-Μουν.
Χωρίς να επιρρίψει άμεσα την ευθύνη για τη χρήση χημικών στο συριακό καθεστώς, ο Μπαν κατηγόρησε τον Σύρο πρόεδρο Μπασάρ αλ Άσαντ ότι «έχει διαπράξει πολλά εγκλήματα κατά της ανθρωπότητας» και προειδοποίησε πως όταν τελειώσουν όλα οι υπεύθυνοι θα δώσουν λόγο για τις πράξεις τους.
Η έκθεση των ειδικών επιθεωρητών του ΟΗΕ που ερεύνησαν επί τόπου τις καταγγελίες για τη σφαγή με χημικά όπλα στις 21 Αυγούστου στα περίχωρα της Δαμασκού αναμένεται να δοθεί στη δημοσιότητα την Δευτέρα. Η εντολή των εμπειρογνωμόνων ωστόσο δεν προβλέπει ότι θα πρέπει να υποδείξουν και τους υπαίτιους για την επίθεση αυτή.
Ο Μπαν σχεδιάζει να παρουσιάσει αυτήν την έκθεση στο Συμβούλιο Ασφαλείας γύρω στο μεσημέρι της Δευτέρας. Όπως είπε, μιλώντας σε δημοσιογράφους, δεν την έχει λάβει ακόμη.

    Alors que le secrétaire général de l'ONU Ban Ki-moon accuse Bachar Al-Assad de "crimes contre l'humanité", la communauté internationale ne relâche pas la pression sur Damas. Même si les premières discussions américano-russes à Genève ont été jugées "bonnes et constructives" par le secrétaire d'Etat américain John Kerry, vendredi 13 septembre, les Etats-Unis n'écartent toujours pas leur menace d'une action militaire unilatérale contre la Syrie.
    Le rapport de l'ONU, remis lundi, s'annonce "accablant" pour Damas

    "Je pense que le rapport sera un rapport accablant, accablant sur l'utilisation d'armes chimiques, même si je ne peux pas dire cela publiquement avant de l'avoir reçu." C'est ce a déclaré le secrétaire générale de l'ONU Ban Ki-moon vendredi, accusant Bachar Al-Assad d'avoir "commis de nombreux crimes contre l'humanité". Si les inspecteurs des Nations unies n'ont pas pour mission de dire qui est derrière l'attaque chimique du 21 août près de Damas, les conclusions de ce rapport s'annoncent sévères pour le régime syrien.

    L'ONU a par ailleurs appelé à une trêve pour secourir et évacuer plus de 500 000 personnes "prises au piège" des combats dans les environs de Damas.   2. U.S. officials: Use of force not expected in U.N. resolution on Syria...

    (Reuters) - The United States does not expect a U.N. Security Council resolution on Syria's chemical weapons to include a potential use of military force due to Russian opposition, senior Obama administration officials said on Friday.

    Their comments suggested Washington will not insist on including the use of force in the U.N. resolution.

    The officials, who briefed a group of reporters on condition of anonymity, said the United States would instead insist that the resolution include a range of consequences should Syria refuse to give up chemical weapons in a verifiable way.

  3. Officials: U.S. won’t seek U.N. approval for strike if Syria reneges on chemical-arms pact...

    GENEVA — The Obama administration will not press for U.N. authorization to use force against Syria if it reneges on any agreement to give up its chemical weapons, senior administration officials said Friday.

    The Russians have made clear in talks here between Foreign Minister Sergei Lavrov and Secretary of State John F. Kerry that the negotiations cannot proceed under the threat of a U.N. resolution authorizing a military strike. Russia also wants assurances that a resolution will not refer Syrian President Bashar al-Assad to the International Criminal Court for possible war-crimes prosecution.

    President Obama has said that the unilateral U.S. use of force against Syria for a chemical attack last month remains on the table. But consideration of that action, already under challenge by a skeptical Congress, has been put on hold pending the outcome of the Geneva talks.

    The discussions here began this week following a Russian proposal Monday, quickly agreed to by Assad, to place Syria’s chemical arsenal under international control and eventually destroy it.

    Kerry and Lavrov, negotiating behind closed doors with teams of disarmament experts, have said little about the talks that began Thursday.   4. France, Three Arab countries to ’Strengthen’ Support for Syria Terrorists...

    France, Saudi Arabia, the United Arab Emirates and Jordan have agreed to strengthen the Syrian terrorists groups in their fight against the Syrian army.

    After a meeting in Paris, French President Francois Hollande and foreign ministers from the three countries "agreed on the need to strengthen international support for the Syrian militant groups to allow them to face attacks by the army," the Elysee said in a statement.

    Knowing that the UN chemical inspectors' report has not been announced yet, the statement said they agreed on the "need to remain firm with Bashar al-Assad's regime, to dissuade him from again using chemical weapons and to have him commit to negotiations on finding a political solution to the Syrian crisis."

    The statement also alleged that the Syrian government supports terrorism and threatens the regional and the international stability.

  5. US and Russia agree Syria chemical weapons deal in Geneva...

    Syria's chemical weapons must be destroyed or removed by mid-2014, under an agreement between the US and Russia.

    US Secretary of State John Kerry outlined a six-point framework under which Syria must hand over a full list of its stockpile within a week.

    If Syria fails to comply, the deal could be enforced by a UN resolution backed by the threat of sanctions or military force.

    The US says the Syrian regime killed hundreds in a gas attack last month.

    The government of Bashar al-Assad denies the allegations and has accused the rebels of carrying out the attack.

    In a joint news conference with Russian Foreign Minister Sergei Lavrov, Mr Kerry called on the Assad government to live up to its public commitments.

    "There can be no room for games. Or anything less than full compliance by the Assad regime," he said.

    Mr Kerry and Mr Lavrov said if Syria failed to comply, then a UN resolution would be sought under Chapter VII of the UN charter, which allows for the use of force.

    Mr Kerry said inspectors must be on the ground by November, and that the stockpiles should be removed or destroyed by mid-2014.

    The six points outlined by Mr Kerry were:

    The amount and type of chemical weapons must be agreed and "rapidly" placed under international control
    Syria must submit within one week a comprehensive listing of its stockpiles
    Extraordinary procedures under the Chemical Weapons Convention will allow "expeditious destruction"
    Syria must give inspectors "immediate, unfettered access" to all sites
    All chemical weapons must be destroyed, including the possibility of removing weapons from Syrian territory

    (Reuters) - A U.S.-Russian deal to remove Syria's chemical weapons arsenal contains nothing about the potential use of force if Syria fails to comply, Russian Foreign Minister Sergei Lavrov said on Saturday.

    But U.S. Secretary of State John Kerry said there was no pre-agreement on what action the U.N. Security Council might take if Syria fails to comply with the plan, which envisages a complete destruction of its chemical weapons by mid-2014.

    Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov have reached an agreement on a framework for securing Syria's chemical weapons on the third day of intense negotiations in Geneva.

    They say some elements of the deal include a timetable and how Syria must comply -- and that if Syria fails, they will seek a Security Council resolution that could authorize military action.

    At a news conference Saturday, Kerry said the pair and their teams of experts had reached "a shared assessment" of the existing stockpile and that Syria must destroy all of its weapons.

    Kerry said, "we have committed to a standard that says, verify and verify." The negotiations between the United States and Russia on securing Syria's chemical weapons also are considered key to a resumption of peace talks to end the 2 1/2-year Syrian civil war.

    U.N. Secretary-General Ban Ki-moon said Friday that he expected "an overwhelming report" that chemical weapons were indeed used on the outskirts of Damascus on Aug. 21. Obama called for a limited military strike against Bashar Assad's forces in response, then deferred seeking congressional approval to consider the Russian proposal.

    Meanwhile, sensing perhaps that the threat of a U.S. strike is no longer imminent, Assad is publicly trying to strengthen his hand.       14 September 2013 – Welcoming the news that Russia and the United States have reached an agreement on a framework for Syria to destroy all of its chemical weapons, United Nations Secretary-General Ban Ki-moon has expressed the hope that the deal will pave the way for a political solution to end the “appalling suffering” of the Syrian people.

      In a statement released by Mr. Ban's spokesperson in New York, the UN chief welcomed the agreement reached by Russian Federation Foreign Minister Sergei Lavrov and United States Secretary of State John Kerry on the safeguarding and destruction of Syria's chemical weapons stockpiles.

      Announcement of the deal comes after three days of intense talks in Geneva, Switzerland, between Mr. Lavrov and Mr. Kerry. It culminates a week of diplomatic activity noted in the media, kicked off by the earlier announcement of Russia's proposal for Damascus to surrender its chemical weapons and place them under international control.

      Then on Thursday, a UN spokesperson confirmed that the Secretary-General had received a letter from the Syrian Government informing him that President Bassar Al-Assad would sign and abide by the 1992 Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction.

      In the meantime, evidence collected by a UN team probing possible chemical weapons use in Syria on 21 August is being examined by laboratories in Europe. The team, which the Secretary-General has said is “working around the clock,” is expected to submit its report to him in due course.

      In the statement issued today, Mr. Ban looks forward to learning more of the framework agreed by Russia and the United States and pledges the support of the United Nations in its implementation.

      “The Secretary-General expresses his fervent hope that the agreement will, first, prevent any future use of chemical weapons in Syria and, second, help pave the path for a political solution to stop the appalling suffering inflicted on the Syrian people,” says the statement.

      As for talks on a political path out of the more than two year crisis, United Nations-Arab League Joint Representative Lakhdar Brahimi has been pressing ahead with his efforts towards the holding of a long-proposed international peace conference on Syria, commonly referred to as “Geneva II”, after the Swiss city in which it would be held.

      Just yesterday, Mr. Brahimi hosted at UN Headquarters in Geneva talks with Mr. Lavrov and Mr. Kerry on the convening of the conference. In remarks to the press, the envoy said: “The work you are doing is extremely important in itself […] but also important for all those working with you to bring forward the Geneva conference successfully.”

      Уважаемые дамы и господа,

      Присоединяюсь к высказанной Госсекретарем США Дж.Керри признательности всем присутствующим за терпение.

      Не буду интерпретировать документы, которые мы здесь согласовали – они будут распространены, и каждый из вас сможет с ними ознакомиться. Отмечу лишь, что эти документы консенсусные, компромиссные и профессиональные.

      Нами достигнута цель, которая была поставлена в ходе разговора Президента России В.В.Путина и Президента США Б.Обамы 5 сентября с.г. «на полях» саммита «Группы двадцати» в Санкт-Петербурге, которая официально объявлена совсем недавно, в прошедший понедельник, 9 сентября. Она касается решения задачи постановки под международный контроль арсеналов сирийского химического оружия. Сегодня в рекордные, по-моему, сроки мы имеем согласованные российско-американские предложения – подчеркиваю, это только предложения – которым еще предстоит обрести юридическую форму. И, тем не менее, их значение трудно переоценить.

      Отдаем должное всем американским партнерам и переговорщикам, особенно Госсекретарю США Дж.Керри, за конструктивный настрой на совместную работу, в ходе которой нам удалось, по большому счету, оставить в стороне не относящуюся к делу риторику и сосредоточиться на профессиональном согласовании практических путей решения проблемы постановки под международный контроль сирийского химического арсенала и дальнейших путей его уничтожения.

      Отправной точкой в этой работе стало решение Дамаска о присоединении к Конвенции о запрещении химического оружия и готовность применять свои обязательства по этой Конвенции до формального (спустя тридцать дней) вступления этого документа в силу для Сирии. Применение же Конвенции и выполнение Дамаском своих обязательств начнется гораздо раньше.

      Мы согласовали совместные шаги, которые будут предприняты нашими делегациями в Организации по запрещению химического оружия (ОЗХО) в соответствии с процедурами, которые предусмотрены Конвенцией о запрещении химического оружия, и позволяют оперативно, без каких-либо задержек и осложнений решать конкретные задачи уничтожения химических арсеналов.
