Η «γκάφα» Κέρι οδηγεί σε ειρηνική λύση(;). -Ξαφνική πρόταση απεμπλοκής.

Προτάσεις εκτόνωσης από Ουάσιγκτον και Μόσχα - Ο Ομπάμα χαιρετίζει την πρόταση της Ρωσίας προς τη Συρία να παραδώσει τα χημικά όπλα... 

Σε μια ύστατη προσπάθεια για να αλλάξει το πολεμικό κλίμα  και να αποφευχθεί ένα στρατιωτικό χτύπημα κατά της Συρίας ο ΥΠΕΞ των ΗΠΑ Τζον Κέρι, έστω και μέσα από μία «γκάφα» (όπως χαρακτηρίστηκε από πολλά μέσα), έδωσε τη δυνατότητα να δοθεί μια τελευταία ευκαιρία για ειρήνη.

Το ρητορικό σχόλιο του αμερικανού υπουργού Εξωτερικών για το ενδεχόμενο η Συρία να παραδώσει τα χημικά της όπλα  ήταν αυτό που πυροδότησε την άμεση αντίδραση της Ρωσίας και την κατάθεση συγκεκριμένης πρότασης, κατά την οποία ο πρώτος υποστήριξε ότι ο μοναδικός τρόπος για να μην υπάρξει περιορισμένη επέμβαση στη Συρία θα ήταν ο Ασαντ να παραδώσει τα χημικά.


Παρότι ο Κέρι στην ομιλία του στο Λονδίνο ανέφερε ότι κάτι τέτοιο δεν είναι πιθανό και ότι είναι αδύνατο, ο Ρώσος ομόλογός του κάλεσε την Συρία να θέσει τα χημικά υπό διεθνή έλεγχο, πρόταση που δέχτηκε ο Ασαντ. Ο Σύρος υπουργός Εξωτερικών είπε «ναι» στην πρόταση της Μόσχας να τεθεί το χημικό οπλοστάσιο υπό διεθνή έλεγχο.

Συγκεκριμένα ο Ουάλιντ Αλ Μουάλεμ δήλωσε ότι «η Συρία δέχεται την πρόταση της Ρωσίας, βασιζόμενη στην προστασία της ανθρώπινης ζωής και στην ασφάλεια της χώρας» και συνέχιζε λέγοντας «εμπιστευόμαστε τη σοφία της ρωσικής ηγεσίας, η οποία προσπαθεί να αποτρέψει μια αμερικανική επίθεση κατά του λαού μας».

Κέρι και Λαβρόφ είχαν τηλεφωνική επικοινωνία για το θέμα, ενώ η πρόταση Λαβρόφ έγινε δεκτή από τη Μ.Βρετανία.

Την ίδια ώρα ο Μπαράκ Ομπάμα εξέφρασε την ικανοποίησή του για τη ρωσική πρόταση προς τη Συρία να θέσει τα χημικά όπλα της υπό διεθνή έλεγχο, ανοίγοντας την πρώτη πραγματική ευκαιρία για μια πολιτική διευθέτηση της κρίσης εκεί όπου εκατοντάδες άμαχοι σκοτώθηκαν σε επίθεση σε ένα προάστιο της Δαμασκού τον περασμένο μήνα.

Σε μια σειρά από τηλεοπτικές συνεντεύξεις, ο Ομπάμα χαρακτήρισε την προσφορά της Ρωσίας ως «πιθανή επανάσταση" και "δυνητικά θετική εξέλιξη» στην αντιπαράθεση με το καθεστώς του Μπασάρ αλ-Άσαντ. Με την προοπτική μιας συμφωνίας με τους Σύρους να διαφαίνεται στον ορίζοντα, η Γερουσία ανέβαλε την κρίσιμη ψηφοφορία για την έγκριση στρατιωτικής δράσης.

Ο Ομπάμα παραδέχθηκε σε συνέντευξή του NBC το βράδυ της Δευτέρας ότι θα μπορούσε να χάσει την εκστρατεία του στο Κογκρέσο για την έγκριση. "Δεν θα έλεγα ότι είμαι βέβαιος από το αποτέλεσμα'', είπε, προσθέτοντας ότι δεν είχε αποφασίσει τι πρέπει να κάνει αν το καταψήφιζαν.

Σήμερα ο Ομπάμα θα επισκεφτεί το Καπιτώλιο, ενώτο βράδυ θα απευθύνει διάγγελμα με τον αμερικανικό λαό.

    H σχετική ψηφοφορία αναμένεται να διεξαχθεί πιθανότατα προς το τέλος της εβδομάδας - Ομπάμα: Συζητήμσαμε με τον Πούτιν την ανεύρεση διπλωματικής λύσης.

    Ο ηγέτης της πλειοψηφίας στην αμερικανική Γερουσία, Χάρι Ρέιντ, απέσυρε τη Δευτέρα τα σχέδιά του για μια δοκιμαστική ψηφοφορία που είχε προγραμματιστεί για την Τετάρτη, σχετικά με την έγκριση άδειας για στρατιωτική επέμβαση στη Συρία, μετέδωσε το πρακτορείο Ρόιτερς.

    Μόλις λίγες ώρες αφότου είχε δηλώσει ότι προσδοκούσε την πολύ-αναμενόμενη ψηφοφορία της Τετάρτης, ο Ρέιντ επέστρεψε στη Γερουσία προκειμένου να ασκήσει βέτο στο εν λόγω σχέδιο, αναφέρει το Ρόιτερς.

    Συνεργάτες του Ρέιντ δήλωσαν ότι τα πράγματα είναι πλέον ρευστά, ιδιαίτερα μετά την πρόταση της Ρωσίας, η οποία κάνει προσπάθειες ώστε να βρεθεί μια εναλλακτική λύση προκειμένου να αποφευχθεί μια στρατιωτική επέμβαση στη Συρία. Πρόσθεσαν επίσης ότι η σχετική ψηφοφορία αναμένεται να διεξαχθεί πιθανότατα προς το τέλος της εβδομάδας.

    Ο Μπαράκ Ομπάμα, συζήτησε με τον Ρώσο πρόεδρο, Βλαντιμίρ Πούτιν, την περασμένη εβδομάδα κατά τη διάρκεια της συνόδου κορυφής της G20, την πιθανότητα ανεύρεσης μιας πιθανής διπλωματικής λύσης σχετικά με το θέμα της Συρίας, δήλωσε τη Δευτέρα ο αμερικανός πρόεδρος σε συνέντευξη που παραχώρησε στο δελτίο ειδήσεων του τηλεοπτικού δικτύου PBS, αναφέρει το πρακτορείο Ρόιτερς.

    «Συνομιλήσαμε σχετικά με το θέμα. Και αυτό αποτελεί τη συνέχεια των συνομιλιών που έχω με τον πρόεδρο Πούτιν εδώ και αρκετό καιρό», δήλωσε ο Ομπάμα κατά τη διάρκεια της τηλεοπτικής συνέντευξης.

    C'est ce qu'a affirmé le ministre des Affaires étrangères, selon l'agence russe Interfax.

    La Syrie accepte de placer son arsenal chimique sous contrôle international, affirme l'agence russe Interfax, qui cite le ministre syrien des Affaires étrangères, mardi 10 septembre. "Hier [lundi], nous avons eu une séance de négociations fructueuses avec le ministre russe des Affaires étrangères Sergueï Lavrov (...), et déjà en soirée, nous avons donné notre accord", a déclaré Walid Mouallem. Damas répond ainsi favorablement à la proposition de la Russie qui divise la communauté internationale : la France et les Etats-Unis sont réservés alors que l'ONU, l'Allemagne et le Royaume-Uni l'ont soutenu.

    "Nous appelons les dirigeants syriens à non seulement accepter de placer sous contrôle international leur stock d'armes chimiques, et ensuite à le détruire, mais aussi à rejoindre pleinement l'Organisation pour l'interdiction des armes chimiques", a déclaré, lundi, le chef de la diplomatie russe, Sergueï Lavrov.

    Les Etats-Unis trépignent

    Le chef de la diplomatie américaine a déclaré, mardi, que Washington n'attendra "pas longtemps" la proposition russe. "Pour que cette option diplomatique ait une chance de réussir, la menace d'une action militaire américaine doit rester très réelle et crédible", a ajouté à ses côtés le secrétaire à la Défense Chuck Hagel, lors d'une audition devant les élus de la commission de Défense de la chambre des Représentants. Le gouvernement de Barack Obama continue de mener ses tractations auprès des parlementaires américains alors que le Congrès a reporté le vote sur la Syrie, prévu mercredi.
    Paris pose ses conditions

    La France, fer de lance d'une intervention militaire en Syrie aux côtés de Washington, avait accueilli avec prudence la proposition russe. Elle "mérite un examen précis", a fait savoir le chef de la diplomatie française Laurent Fabius, estimant qu'elle serait "recevable à au moins trois conditions".

    A savoir : le président syrien doit s'engager "sans délai à mettre sous contrôle international et à laisser détruire l'ensemble de son arsenal chimique". Cette opération doit se faire sur la base d'une "résolution contraignante" du Conseil de sécurité de l'ONU, avec un "calendrier court" et des "conséquences fermes" si Bachar Al-Assad ne respecte pas ses engagements. Enfin, les responsables du massacre de civils par des armes chimiques le 21 août à Damas "ne doivent pas rester impunis" et la Cour pénale internationale (CPI) devra donc être saisie.
    L'Union européenne souhaite "le plus vite possible" la mise au point du scénario russe

    Catherine Ashton, La chef de la diplomatie de l'UE, a exprimé mardi son soutien à la proposition de Moscou. "Il faut maintenant mettre cela totalement au point le plus vite possible", a-t-elle déclaré, soulignant la nécessité de clarifier les "détails en terme de stockage sécurisé, vérification et destruction". "L'UE est prête à apporter tout son soutien à toute proposition et à sa mise en oeuvre", a-t-elle ajouté.

  3. Russian proposal on Syrian weapons will not end bloodshed: Gulf Arab states...

    (Reuters) - Gulf Arab states said on Tuesday a Russian proposal calling for Syria to hand over its chemical weapons to win a reprieve from U.S. military strikes would not stop bloodshed in Syria.

    "We've heard of the initiative ... It's all about chemical weapons but doesn't stop the spilling of the blood of the Syrian people," Bahrain's Foreign Minister Sheikh Khaled bin Ahmed al-Khalifa told a news conference in Jeddah.

    Bahrain holds the presidency of the Sunni Muslim-led Gulf Cooperation Council, a main backer of rebels fighting to overthrow Syrian President Bashar al-Assad. Its foreign minister said the GCC states were ready to deal with any threat against them based on their support for the rebels.

    White House hails proposal for int’l supervision of Assad’s WMD as ‘clear result’ of its pressure; Obama says deal could ‘absolutely’ bring crisis back from the brink.

    White House Press Secretary Jay Carney on Tuesday said the US sees the Russian proposal to put Syria’s chemical weapons under international control – and Syria’s acceptance of the proposal — as “potentially a positive development,” but warned that the Obama administration would press ahead for authorization of a strike.

    “We see this as potentially a positive development,” said Carney on MSNBC’s “Morning Joe” Tuesday. “And we see it as a clear result of the pressure that has been put on Syria by the fact that the president has been moving forward and taking his proposal that we engage in limited strikes against Syria in response to Syria’s use of chemical weapons against a civilian population.”

    However, he added that the US would go ahead with its efforts to get a strike approved and that US President Barack Obama would still make the case to Congress.

  5. Arab League to convene Wednesday to discuss Russian proposal on Syria...

    CAIRO (AA) – The Arab League will hold a meeting on Wednesday to discuss a Russian proposal for dealing with alleged Syrian chemical-weapons stockpiles.

    "The meeting, to be chaired by Libya, will tackle the latest developments in Syria, including a Russian proposal to place Syrian chemical weapons under international control," Arab League Deputy Secretary-General Ahmed bin Heli told Anadolu Agency.

    On Monday, Russia called on its Syrian ally to put its chemical arsenal under international supervision to avert an anticipated US military strike – a proposal that was approved by Damascus.

    The United States is mulling a possible military strike against Syria over the alleged use last month of chemical weapons by the regime of President Bashar al-Assad.

    Last month's poison gas attack in the Ghouta region near Syrian capital Damascus reportedly killed more than 1,600 civilians, including women and children.

    The Arab League, along with Syria's anti-Assad opposition, blamed the attack on Syrian regime forces, a claim that Damascus vehemently denies.

    Earlier on Tuesday, Arab League chief Nabil al-Arabi voiced support for the Russian proposal, reiterating the pan-Arab body's support for a political solution to the ongoing conflict.

    "The Arab League has sought a political solution [to the Syria crisis] from the beginning," al-Arabi told reporters at league headquarters in Cairo.

    "The Arab League will signal its support for the Russian proposal in an official statement," he added.

    Al-Arabi, along with Egypt and Iraq, favor a political solution – as opposed to a military one – to the ongoing conflict in Syria.

    Saudi Arabia and Qatar, meanwhile, have both called for firm action against the Syrian regime and for bringing those responsible for the recent chemical attack to justice.

  6. Moallem: Syria Has Formally Approved the Russian Initiative...

    Syria foreign Minister Walid Moallem announced that his country has formally approved the Russian suggestion to hand over the chemical weapons to an international supervision.

    "We held yesterday fruitful negotiations with the Russian foreign minister Sergey Lavrov, and Syria has formally approved the Russian initiative in order to avert the US-led aggression," Moallem was quoted by the Russian news agencies.

    The Russian suggestion included handing over the Syrian chemical weapons to an international control before destructing them.

  7. The US has warned that a Russian plan on Syrian chemical weapons must not be an excuse for "delays and avoidance".

    US Secretary of State John Kerry said the plan must be "swift and verifiable" and warned its implementation would be "exceedingly difficult".

    Syria earlier said it accepted the Russian plan to put the chemical weapons under international control.

    The US, UK and France are to table a UN Security Council resolution but Russia has already indicated opposition.

    The resolution will call on Syria to publicly declare that it has a chemical weapons programme, place it under international control and dismantle it.

    UK Prime Minister David Cameron said the motion was designed to ensure that Russia's offer was "not a ruse".

    "We need a proper timetable, process and consequences if it's not done," he said.

    Mr Kerry said that if the UN were used as the vehicle for pursuing the Russian plan, it must not become a debating society.

    10 сентября состоялся телефонный разговор Министра иностранных дел Российской Федерации С.В.Лаврова с Министром иностранных дел Французской Республики Л.Фабиусом. Обсуждалось развитие ситуации вокруг Сирии в свете инициативы о передаче сирийских химарсеналов под международный контроль с их последующим уничтожением.

    С.В.Лавров указал, что предложение Франции принять резолюцию Совета Безопасности ООН по Главе VII Устава ООН с возложением ответственности на сирийские власти за возможное использование химоружия неприемлемо.

    Министр отметил, что Россия в свою очередь вносит проект заявления Председателя СБ ООН, в котором приветствуется вышеупомянутая инициатива, содержится призыв к Генсекретарю ООН, Гендиректору ОЗХО и заинтересованным сторонам предпринять усилия с целью содействия выполнению данного предложения. В российском проекте подтверждается безальтернативность политико-дипломатического урегулирования конфликта в САР.

    Министры договорились о поддержании постоянного контакта.
