Die namhafte Schweizer Juristin gehört zur Uno-Sonderkommission zur Ermittlung von Menschenrechtsverletzungen in Syrien.
„Vorerst hat die Expertenkommission keine Beweise dafür bekommen, dass die C-Waffen von der Regierungsarmee eingesetzt wurden“, fügte sie hinzu.
Zuvor hatte sie laut Reuters erklärt, dass die Uno „über starke, jedoch nicht unumstößliche“ Beweise dafür verfüge, dass die C-Waffen im März bei Aleppo ebenfalls von der Opposition eingesetzt worden waren.
„Gemäß unseren Ermittlungen liegen starke, wenn auch nicht unwiderlegbare Beweise dafür vor, dass die Seite der Opposition und nicht die Regierungstruppen Sarin eingesetzt hat“, betonte sie.
Die UN-Kommission ging allerdings zu ihrem Mitglied del Ponte öffentlich auf Distanz und ließ erklären, es gebe „keine beweiskräftigen Ermittlungsergebnisse für einen Chemiewaffeneinsatz in Syrien durch irgendeine der an dem Konflikt beteiligten Parteien“.
Auch Del Ponte betonte darauf im Schweizer Fernsehen, die Untersuchungen müssten noch „vertieft“ werden und es sei nicht ausgeschlossen, dass weitere Befragungen auch Beweise für einen Giftgaseinsatz durch die syrische Armee an den Tag bringen könnten.
Wie etwa „Die Welt“ in diesem Zusammenhang schrieb, war „Del Ponte, der ein Hang zur Selbstdarstellung nachgesagt wird, mit ihrer Aussage offenbar etwas voreilig“.
In den USA wird indes behauptet, die Geheimdienste hätten Beweise dafür gewonnen, dass die syrische Armee hinter dem C-Waffen-Einsatz am 21. August bei Damaskus stehe.

ReplyDeleteDer syrische UN-Botschafter Bashar al-Jaafari hat laut AFP heute geäußert, dass die syrische bewaffnete Opposition in der Türkei hergestellte chemische Waffen angewendet hat, um eine Einmischung des Westens in die Situation im Land zu provozieren.
„Bewaffnete Gruppierungen setzten chemische Waffen ein, um eine militärische Intervention und eine Aggression gegen Syrien zu provozieren“, so Al-Jaafari.
Er wies auch darauf hin, dass terroristische Gruppierungen auf türkischem Territorium ein Labor für die Schaffung von C-Waffen aus Materialien eingerichtet haben, die die Türkei, Saudi-Arabien und Katar liefern.
Die Situation in Syrien hatte am 21. August, als Informationen über einen C-Waffen-Einsatz durch die Regierungstruppen bei einer Operation gegen die bewaffnete Opposition in Vororten von Damaskus aufgetaucht war, einen kritischen Punkt erreicht.
Die Opposition gab den Tod von 1300 Menschen und einige Tausend Verletzte bekannt.
Westliche Länder, darunter die USA und Großbritannien, haben von diesen unbestätigten Informationen Gebrauch gemacht, um offen von einem möglichen militärischen Eingreifen in den Syrien-Konflikt unter Umgehung der Uno zu sprechen.

Britain and the US are under pressure to delay military intervention in Syria after Ban Ki-moon, the United Nations secretary general, said more time should be allowed for inspections in Damascus.
Ban said the inspectors, who are investigating the chemical weapons attack last week, would need a total of four days to carry out their site visits and then further time to analyse their findings.
He spoke as a 90-minute meeting of the National Security Council (NSC), devoted to discussing the options for targeted attacks against Syria, broke up in London before a debate and vote in the House of Commons on Thursday on government plans to respond with force to Syria's use of chemical weapons.

Ban Ki-Moon calls for diplomatic solution in Syria...
ReplyDeleteTHE HAGUE, Aug. 28 (Xinhua) -- UN Secretary-General Ban Ki-moon on Wednesday called for a diplomatic solution to the Syrian conflict in a speech here in The Hague.
"Syria is the biggest challenge of war and peace in the world today. The body entrusted with maintaining international peace and security cannot be missing in action," Ban said, referring to the UN Security Council.
A UN team is currently investigating allegations of a suspected chemical weapon attack last Wednesday near Damascus, killing over 300 people. Syria has denied it was behind the attack and challenged the U.S. to present hard proof.
According to Ban, the team had not yet found any valuable information.
"But the team needs time to do its research," he said in the Great Hall of Justice. "Let us say here in the Peace Palace: Give peace a chance, give diplomacy a chance. Stop fighting and start talking."
Ban's comments came as British Prime Minister David Cameron said on Wednesday that Britain would submit a draft resolution to the UN Security Council seeking to authorize "necessary measures" to protect civilians in the wake of alleged chemical weapon attacks.

Syrie/attaque chimique: Damas fournit des preuves de sa non-implication...
ReplyDeleteLa Syrie a fourni aux inspecteurs de l'Onu enquêtant sur l'usage présumé d'armes chimiques des preuves attestant que Damas n'avait pas utilisé de substances toxiques, a annoncé mercredi le vice-ministre syrien des Affaires étrangères Faisal Mekdad.
"Les troupes gouvernementales syriennes n'ont jamais utilisé des armes chimiques, et ce n'est qu'un prétexte. Nous en avons des preuves, et nous les avons transmis au groupe d'inspecteurs des Nations unies", a déclaré M.Mekdad devant les journalistes à Damas.
La situation en Syrie est entrée dans une phase critique le 21 août, date à laquelle les médias hostiles au président Bachar el-Assad ont fait état de l'utilisation d'armes chimiques par les troupes gouvernementales dans une banlieue de Damas. Selon les rebelles, cette attaque présumée pourrait avoir fait 1.300 morts.
Certains pays occidentaux, dont les Etats-Unis, la Grande-Bretagne et la France, ont profité de cette information non confirmée pour appeler ouvertement à une intervention militaire en Syrie sans aval du Conseil de sécurité de l'Onu.

Attaque chimique: l'implication de Damas confirmée par plusieurs sources (Otan)...
ReplyDeleteRéuni à Bruxelles, le Conseil de l'Otan au niveau des ambassadeurs des pays membres de l'Alliance a fermement condamné mercredi l'usage d'armes chimiques en Syrie, attribuant la responsabilité pour cette attaque aux autorités syriennes.
"L'information provenant d'un large spectre de sources témoigne explicitement de l'implication du régime syrien dans l'usage d'armes chimiques", lit-on dans le communiqué de presse, publié à l'issue d'une discussion de la situation en Syrie par les diplomates.
Les ambassadeurs ont qualifié l'usage d'armes chimiques d'"inacceptable", estimant que l'incident dans une banlieue de la capitale syrienne ne pouvait "rester sans réponse".
"Il s'agit d'une violation flagrante de normes et pratiques internationales établies (…). Les responsables doivent en répondre", a indique le secrétaire général de l'Otan Anders Fogh Rasmussen lors d'une conférence de presse.

Syria envoy alleges rebel gas attack, demands U.N. investigation...
ReplyDelete(Reuters) - Syria's U.N. envoy on Wednesday requested that Secretary-General Ban Ki-moon order a U.N. team of chemical experts currently in Damascus to investigate three rebel attacks in which he said Syrian soldiers inhaled poisonous gas.
Ambassador Bashar Ja'afari told reporters he asked Ban "to mandate immediately the investigation team present now in Damascus to investigate three heinous incidents that took place in the countryside of Damascus on the 22nd, 24th and 25th where members of the Syrian army inhaled poisonous gas."
Ja'afari spoke just after the five permanent Security Council members finished meeting behind closed doors on a British proposal for a draft resolution demanding a swift response to an alleged chemical weapon attack on Syrian civilians last week. The envoys did not comment afterwards.

La OTAN ha apuntado al régimen sirio de Bashar Asad como responsable del uso de armas químicas en el país árabe, y ha asegurado que se trata de un hecho "inaceptable" que no puede quedar sin respuesta.
"Consideramos el uso de armas químicas como una amenaza a la paz y seguridad internacional", aseguró el secretario general de la Alianza, Anders Fogh Rasmussen, tras reunirse con los embajadores de los Estados miembros.
Según Rasmussen, todo apunta a que el régimen sirio está detrás de un ataque que supone una "clara violación" de las normas internacionales.
"Condenamos en los términos más duros estos vergonzosos ataques, que causaron una gran pérdida de vidas", explicó el político danés en un comunicado, en el que subrayó el apoyo aliado a la investigación que está llevando a cabo la ONU sobre el terreno.
¿El culpable? Asad
Sin embargo, Rasmussen apuntó ya directamente a la responsabilidad del Gobierno sirio en el ataque, subrayando que es el régimen de Damasco el que "custodia los arsenales de armas químicas" y que, a priori, está detrás de los hechos.
"Información disponible de un amplio abanico de fuentes apunta al régimen sirio como responsable del uso de armas químicas en estos ataques", señaló el secretario general de la OTAN.
Rasmussen subrayó que el uso de ese tipo de armamento "es inaceptable y no puede quedar sin respuesta".
'Rendir cuentas'
"Los responsables deben rendir cuentas", insistió.
La OTAN seguirá analizando de cerca la situación en Siria y asistiendo a Turquía en la protección de la frontera sureste de la Alianza, señaló Rasmussen en referencia a las baterías de Patriot que los aliados tienen desplegadas desde hace varios meses en suelo turco.
La Alianza Atlántica ya había señalado en varias ocasiones que el uso de armamento químico en Siria suponía una línea roja dentro de un conflicto del que hasta ahora ha preferido mantenerse al margen.

Uno: Carla del Ponte hat keine Stellungnahme zum jüngsten C-Waffen-Angriff in Syrien abgegeben....
ReplyDeleteCarla del Ponte hat laut dem Sprecher der Uno-Untersuchungskommission für Syrien, Rolando Gomez, am Mittwoch keine Erklärung abgegeben, dass die C-Waffen-Attacke am 21. August bei Damaskus von Regimegegnern unternommen wurde..
„Mitglieder der Kommission haben nach dem 4. Juni 2013 keine öffentlichen Stellungnahmen zur C-Waffen-Anwendung gemacht“, sagte Gomez laut BBC.
Zuvor hatten einige Medien berichtet, die namhafte Schweizer Juristin, die der Uno-Kommission angehört, habe zur C-Waffen-Attacke am 21. August in Syrien Stellung genommen.
Im Mai hatte del Ponte allerdings in der Tat behauptet, es gebe Grund, Regimegegner hinter dem damaligen C-Waffen-Einsatz in Syrien zu vermuten.
