  2. UN General Assembly to vote draft resolution on Syria...

Resolution condemns Syrian authorities and it welcomes formation of Syrian National Council.

    UNITED NATIONS

United Nations (UN) General Assembly is set to vote on a new draft resolution on Syria which was presented by 54 countries including Turkey and the United States.
The fresh draft resolution is another step to devise diplomatic ways for a solution for the Syria crisis, which has entered into its third year.
According to the UN, the conflict has killed at least 70,000 people since March 2011 and it has displaced nearly six million people.
Differences in the Security Council, especially ones between the US and Russia on a transition period in Syria, make it difficult for the Council to take an effective stance, and prevent a decision that condemns the Syrian regime.
The new resolution is backed by 54 countries including the United States, France and Britain -- three of the five permanent members of the Security Council -- as well as Turkey, Qatar and mainly European and Arab countries. It began circulating among members last week and it is highly expected to be adopted.
Russia has expressed opposition to the draft, arguing that if adopted, it would jeopardize an upcoming international conference on Syria planned for early June.
The General Assembly previously adopted two similar resolutions in February and August with more than 130 votes in favor.
A simple majority vote is needed to adopt the draft resolution, which is considered as an important tool for displaying the perspective of the international community on the incidents in Syria though it won't be a binding one.
The draft resolution strongly condemns violence in Syria, stating that the Syrian regime violates human rights by using heavy weapons on civilians and forcing hundreds of thousands of Syrians to flee the conflict to neighbouring countries.
Noting that the Syrian women and children, unprotected by the regime, face physical and sexual harassment, the draft also highlights the risk of use of chemical weapons by the regime and allegations that the Syrian authorities had already used such weapons.
The draft praises efforts of a delegation set up by the UN secretary general for investigating the allegations on use of chemical weapons, as well as efforts by the Arab League towards a political solution.
Concerning the political process in Syria, the draft also appreciates the newly-formed 'Syrian National Coalition for the Revolutionary and Opposition Forces' (or SNC) and makes a reference to the designation of the SNC as 'the sole legitimate representative of the Syrian people' at a December 2012 meeting of the Friends of Syria in Marrakech.
It would the first time that the SNC is mentioned in a resolution text of the General Assembly, if the draft is adopted.
Stressing that a rapid process of transition is the best peaceful solution to the crisis, the draft resolution calls on all sides of the conflict to stop violence.
The draft resolution demands for a special rapporteur to be appointed to investigate human rights violations against the displaced Syrians and to make a presentation before the General Assembly within 90 days.
One article of the resolution is specifically important for Turkey as it calls on the international community to provide financial assistance to the countries sheltering Syrian refugees and to "share responsibility."
The draft resolution also condemns shelling and shooting by Syrian troops into neighbouring countries.
The draft resolution describes Syrian regime's attitude as against international law and a threat to the sovereignty and the territorial integrity of the the neighbouring countries, urges the Syrian government to respect the neighbouring countries' sovereignty.

  3. UN condemns Assad's Syrian forces, unease with rebels grows....

    By REUTERS
    05/15/2013 20:54

    UNITED NATIONS -
The UN General Assembly on Wednesday condemned Syrian President Bashar Assad's forces and praised the opposition Syrian National Coalition, but support for the Gulf Arab-drafted declaration was less than a similar text received last year.

While the non-binding text has no legal force, resolutions adopted by the 193-nation assembly can carry significant moral and political weight. The vote result - 107 in favor, 12 against and 59 abstentions - contrasted sharply with that of a resolution that passed last year with 133 in favor.

UN diplomats said the decline in support for Wednesday's resolution showed growing unease about Syria's fractious rebel groups fighting Assad's forces in the two-year civil war.
