Ο κ. Παπανικολάου κατά τη διάρκεια της συζήτησης για τη δημιουργία μόνιμου ενωσιακού προγράμματος εθελοντικής μετεγκατάστασης δικαιούχων διεθνούς προστασίας, στηλίτευσε την αδράνεια που παρατηρείται το τελευταίο διάστημα στην υιοθέτηση θαρραλέων και αλληλέγγυων πολιτικών, κάλεσε την Επιτροπή να καταθέσει άμεσα πρόταση για την εσωτερική επανεγκατάσταση στην Ευρωπαϊκή Ένωση, ζήτησε επιπρόσθετες νομοθετικές πρωτοβουλίες- όπως την εφαρμογή μιας ρήτρας κατανομής στα κράτη μέλη του αριθμού των ατόμων που αιτούνται άσυλο και που κατά κύριο λόγο βαρύνουν την χώρα μας- ενώ μίλησε για συνεχή μετάθεση ευθυνών που συνιστά υποκρισία την ώρα που ορισμένα κράτη μέλη της Ε.Ε., όπως η Ελλάδα, καλούνται για λογαριασμό ολόκληρης της Ευρώπης να σηκώσουν στην πλάτη τους το δυσανάλογο βάρος των παράνομων μεταναστευτικών ροών.
Συγκεκριμένα ο κ. Παπανικολάου τόνισε:
«Τρία χρόνια πριν, κα. Επίτροπε, όταν συζητούσαμε το πρόγραμμα για την επανεγκατάσταση από τρίτες χώρες, είχα υποβάλει ως εισηγητής του Ευρωπαϊκού Λαϊκού Κόμματος πρόταση που είχαν συνυπογράψει συνάδελφοι από άλλες πολιτικές ομάδες για την συμπερίληψη σε εκείνη την πρόταση και της εσωτερικής επανεγκατάστασης. Εσείς τότε, από το βήμα της Ολομέλειας, μου είχατε πει ότι η Επιτροπή θα επανέλθει με συγκεκριμένη πρόταση για τη μετεγκατάσταση και ότι για τεχνικούς λόγους δεν έπρεπε να συμπεριληφθεί η πρόταση στην τότε συζήτηση. Όταν στην συνέχεια τέθηκε πάλι το ζήτημα, πολλά κράτη μέλη εξέφρασαν στο Συμβούλιο την αντίθεσή τους. Έχουμε μια νέα μετάθεση ευθυνών και λέμε ότι, αφού υπάρχει αυτό το πρόβλημα, δεν μπορούμε να βρούμε απάντηση. Αυτή η μετάθεση ευθυνών όμως, κυρία Επίτροπε, συνιστά τελικά υποκρισία. Συνιστά δε υποκρισία διότι τη στιγμή που συζητούμε για «πακέτο ασύλου», εμείς οι ίδιοι διαπιστώνουμε την ανάγκη για περισσότερη αλληλεγγύη και για μηχανισμούς που θα υποστηρίξουν αυτή την αλληλεγγύη. Αυτή η αλληλεγγύη όμως δεν μπορεί να είναι μόνο θεωρητική, πρέπει να περιλαμβάνει και στην πράξη ισότιμη κατανομή των βαρών – μεταξύ άλλων και με τη θεσμοθέτηση της ρήτρας κατανομής στα 27 κράτη μέλη των αιτούντων ασύλου . Το επαναλαμβάνουμε αυτό διαρκώς αλλά δεν το βλέπουμε στην πράξη. Έχουμε μία καλή πρακτική - το EUREMA - στη Μάλτα• έχουμε δει ποια είναι τα κενά της διαδικασίας• ξέρουμε πώς μπορούμε να την βελτιώσουμε.
Κυρία Επίτροπε, είναι πολύ σημαντικό το φόρουμ που ανακοινώσατε, αλλά σας παρακαλώ να μη διστάσετε να καταθέσετε τελικά την πρόταση για την εσωτερική επανεγκατάσταση στην Ευρωπαϊκή Ένωση. Αφορά βεβαίως στο Νότο αλλά αφορά και στο Βορρά. Μην διστάζετε να το προτείνετε αυτό διότι πρέπει να τεθούμε όλοι προ των ευθυνών μας. Είναι μια υπόθεση που αφορά στο μέλλον της Ευρωπαϊκής Ένωσης και προβλέπεται στο νέο δημοσιονομικό πλαίσιο. Είναι και στο δικό σας χέρι να προωθήσετε την πρόταση αυτή, η οποία είναι καθοριστική για όλους μας».

Dans son rapport annuel sur la situation des droits humains dans le monde, rendu public ce jeudi, Amnesty international dénonce la violation toujours plus grande des droits des migrants et réfugiés dans le monde. «Les droits de millions de personnes qui ont fui les conflits et les persécutions, ou qui ont quitté leur pays en quête de travail et d’une vie meilleure, pour eux et leur famille, sont bafoués», s'alarme l'ONG. «Les personnes fuyant les conflits ne sont pas les seules à pâtir de ces mesures. Du fait de politiques de lutte contre l’immigration qui ouvrent la porte à leur exploitation en toute impunité, des millions de migrants se retrouvent dans une situation de violence ou de violation de leurs droits – y compris le travail forcé et les violences sexuelles.» Cette situation «est nourrie en bonne partie par le discours populiste qui désigne les réfugiés et les migrants comme responsables des problèmes internes des Etats».
L'organisation pointe en particulier l'Union européenne, qui «applique des mesures de contrôle aux frontières qui mettent en danger la vie des migrants et des demandeurs d’asile et ne garantissent pas la sécurité de celles et ceux qui fuient les conflits et les persécutions». Mais aussi l'Afrique du Sud, qui réserve selon Amnesty un traitement criminel aux migrants, cinq ans après un déchaînement de violence xénophobe qui avait fait 62 morts. Le rapport cite ainsi un nouvel épisode de pillages et destructions de magasins fin juin 2012 dans la province de l’Etat libre (dans le centre du pays), qui a entraîné le déplacement de 700 personnes, pour la plupart Ethiopiens. «Dans ce cas comme dans de nombreux autres, la police a tardé à réagir, se rendant parfois même complice des violences, selon de nombreux témoignages», accuse Amnesty. L’Afrique du Sud est le pays qui enregistre le plus grand nombre de demandes individuelles d’asile au monde (quelque 3500 à 4000 chaque mois), devant les Etats-Unis, en partie parce que l’obtention d’un permis de travail au titre de l’immigration tient du parcours du combattant.

Amnesty International stated governments which wanted to protect their borders ignored the rights of immigrants and refugees.
Amnesty International, in its annual report 2013, stated that "the rights of millions of people who run away from war and violence to find a job and have better standards of living were ignored".
Emphasizing the violence in Syria and the year 2013 as a lost year for Syrian people, the organization underlined that Syrian refugees had been living under very bad conditions.
Secretary General of Amnesty International Salih Shetty said the international community failed to act in the matter of Syria refugees.
Shetty indicated that "especially, the United States wants to protect its border more than refugees rights."

Greece shuts the doors for Syrian refugees...
ReplyDeleteSyrian refugees, driven out of their country by the war, are trying to cross the Turkish-Greek border to seek asylum in the European Union. It is obvious that Greece cannot accept all those in need, therefore, the Greek authorities take a tough stance with respect to illegal immigrants. However, people still flee, drowning in the Aegean Sea and in the Maritsa River at the border with Turkey.
A Syrian citizen Achache Adeeb, a longtime resident of Athens who lost his relatives on a boat that sank near the island of Lesbos in the Aegean Sea, spoke of the strict measures by the Greek authorities against refugees. He said, referencing the words of the surviving refugees from other boats: "the boats were turned over and driven away by a Greek ship. Sono morti annegati tentando di raggiungere la riva i sei migranti trovati già cadavere sulla spiaggia di Catania, al termine di un drammatico sbarco che ha coinvolto circa 120 immigrati di nazionalità sconosciuta. Il peschereccio sul quale erano a bordo si è infatti arenato a poche decine di metri dalla spiaggia, ma prima della riva quel tratto di mare ha un profondo scalino, dove le vittime sono affogate.
Lo sbarco con sei morti è avvenuto in prossimità della spiaggia dello stabilimento balneare “lido Verde”, uno dei tanti lidi che si trovano sul lungomare Kennedy. Sul posto si trovano Guardia costiera, polizia e carabinieri, per ricostruire le dinamiche dell’accaduto e prestare i soccorsi agli extracomunitari. Gli immigrati in mattinata saranno trasferiti al Porto per le pratiche di riconoscimento e di identificazione.
Il peschereccio con cui erano arrivati si è arenato a 15 metri dalla riva. I sei uomini facevano di un gruppo di circa 120 migranti che erano a bordo di un piccolo motopeschereccio. Secondo gli investigatori, volevano raggiungere la battigia per fuggire. Tra loro donne e anche bambini molto piccoli. Sono stati soccorsi dalle forze dell’ordine e dalla guardia costiera e trasferiti nel porto di Catania per l’identificazione e i soccorsi.

Six migrants coming from Africa drown in sea off Sicily ...
DeleteROME - Six migrants drowned off the Italian island of Sicily on Saturday after attempting a dangerous passage from Africa in a fishing boat, according to the Italian coastguard.
The 18-meter-long boat carrying some 120 migrants ran aground at dawn some 40 meters (132 feet) from a beach near the city of Catania, its coastguard captain Roberto D'Arrigo said.
While most of the passengers reached the shore, the six who drowned were apparently unable to swim.
The 120 migrants were mainly from Syria and Egypt, D'Arrigo told Sky Italia television, with an adolescent boy among the victims, who were all under age 30. Egypt has suffered prolonged political and economic turmoil. Syria is shattered by civil war.
D'Arrigo said he did not believe there were other victims in what he described as an "absolutely anomalous event".
