Μουράτ Καραγιλάν: "Η αποχώρηση των Κούρδων ανταρτών από την Τουρκία θα ολοκληρωθεί το φθινόπωρο"

 Ο υπ' αριθμόν δυο της οργάνωσης του PKK είπε ότι ο φυλακισμένος Κούρδος ηγέτης Αμπντουλάχ Οτσαλάν ελπίζει σε μια πιο γρήγορη αποχώρηση...
«Η αποχώρηση των Κούρδων ανταρτών του ΡΚΚ από την Τουρκία θα έχει ολοκληρωθεί το αργότερο το φθινόπωρο» ανακοίνωσε ο υπ' αριθμόν δυο της οργάνωσης, Μουράτ Καραγιλάν, σε συνέντευξή του που δημοσιεύεται σήμερα στην τουρκική εφημερίδα Radikal.

«Με βάση πληροφορίες που διαθέτω, η αποχώρηση θα ολοκληρωθεί το φθινόπωρο, τόνισε ο Καραγιλάν από το όρος Καντίλ (βόρειο Ιράκ) όπου βρίσκεται το αρχηγείο του ΡΚΚ.


Ο Καραγιλάν πρόσθεσε ότι ο φυλακισμένος Κούρδος ηγέτης Αμπντουλάχ Οτσαλάν, ο οποίος διαπραγματεύεται εδώ και πολλούς μήνες με τις τουρκικές αρχές ώστε να δοθεί ένα τέλος στις συγκρούσεις ανάμεσα στον τουρκικό στρατό και τους Κούρδους αντάρτες, ελπίζει σε μια πιο γρήγορη αποχώρηση πριν από το φθινόπωρο, ωστόσο εξέφρασε αμφιβολίες για το εάν η οργάνωσή του είναι σε θέση να σεβαστεί ένα τέτοιο χρονοδιάγραμμα.

Ο Καραγιλάν ανακοίνωσε την Πέμπτη ότι οι αντάρτες του ΡΚΚ θα αποχωρούσαν από τις 8 Μαΐου και ότι θα μετέβαιναν στις βάσεις τους στο βόρειο Ιράκ, σύμφωνα με τις οδηγίες που έχει δώσει ο Οτσαλάν.

Στη συνέντευξή του που δημοσιεύεται σήμερα ο Καραγιλάν καλεί τις τουρκικές αρχές να επιτρέψουν σε αντιπροσωπεία του ΡΚΚ να μεταβεί στο νησί Ιμραλί για να έχει απευθείας συνομιλίες με τον Οτσαλάν.

«Για να πεισθούν πραγματικά οι σύντροφοί μου και για να αμβλυνθούν τα προβλήματα, πρέπει να τού επιτραπεί να μιλήσει απευθείας στους συντρόφους μας» υποστήριξε.

Ο Καραγιλάν επέκρινε εξάλλου τον αρνητικό κατά την άποψή του ρόλο που έχουν παίξει οι ευρωπαϊκές δυνάμεις και οι ΗΠΑ στην ειρηνευτική διαδικασία.

«Δεν μπορώ να αναφέρω μια προς μια τις ευρωπαϊκές χώρες που σαμποτάρουν την ειρηνευτική διαδικασία. Όμως, έχω αμφιβολίες για τη στάση της Ευρώπης» , είπε.

    The statement released on the website of Turkish General Staff reminded that the duty of Turkish Armed Forces was outlined in the law for provincial administration and added when governors demanded troops from the highest military authority, adequate staff to end the incident was positioned in the requested place.

  2. Από Τετάρτη η αποχώρηση του PKK από την Τουρκία....

    Η στρατιωτική διοίκηση του Εργατικού Κόμματος του Κουρδιστάν (PKK, οι Κούρδοι αντάρτες της Τουρκίας) επιβεβαίωσε σήμερα ότι η αποχώρησή του από την Τουρκία θα αρχίσει αύριο, Τετάρτη, μετέδωσε το φιλοκουρδικό πρακτορείο ειδήσεων Firat News.

    «Έπειτα από την έκκληση της ηγεσίας μας και στη βάση της απόφασης που ελήφθη από την ηγεσία (του PKK), οι μαχητές μας θα αρχίσουν από τις 8 Μαΐου μια διαδικασία αποχώρησης», υπογραμμίζει η HPG, η οποία αποτελεί τη στρατιωτική πτέρυγα του PKK.

    Οι πρώτες ομάδες ανταρτών πρόκειται να φθάσουν «μέσα σε διάστημα μιας εβδομάδας» στις βάσεις τους στο βόρειο Ιράκ, όπου το PKK διαθέτει στρατόπεδα, υπογραμμίζεται σε ανακοίνωση.

    Το PKK προσθέτει πως θα παραμείνει πιστό στη δέσμευσή του να αποσυρθεί από το τουρκικό έδαφος από τη στιγμή που δεν θα δέχεται επιθέσεις από τις τουρκικές ένοπλες δυνάμεις.

    Το PKK είχε ανακοινώσει στις 25 Απριλίου από το ιρακινό Κουρδιστάν πως οι μάχιμες δυνάμεις του θα εγκαταλείψουν την Τουρκία από τις 8 Μαΐου, στο πλαίσιο των ειρηνευτικών διαπραγματεύσεων που διεξάγονται από το τέλος της περυσινής χρονιάς ανάμεσα στον φυλακισμένο αρχηγό των ανταρτών Αμπντουλάχ Οτσαλάν και τις τουρκικές αρχές.

    «Ξέρουν από πού μπήκαν στην Τουρκία, θα ξέρουν και να ξαναβγούν από τον ίδιο δρόμο», δήλωσε ο Τούρκος πρωθυπουργός Ρετζέπ Ταγίπ Ερντογάν σήμερα από την Άγκυρα, σύμφωνα με το πρακτορείο ειδήσεων Ανατολή.

  3. HPG: Withdrawal will begin on 8 May....

    In a written statement on the KCK's (Kurdish Communities Union) declaration about the withdrawal of Kurdish guerrillas from Turkish borders, People's Defense Forces (HPG) Headquarters has stated that the withdrawal will begin on 8 May as had been proposed earlier.

    HPG pointed out that the withdrawal will be taking place as of tomorrow despite the still unfavorable weather conditions.

    HPG evaluated the recent enhancement of dam and military post constructions in the Kurdish region as a provocative attempt, criticizing the ongoing military activity and flights of unmanned aerial vehicles which -it said- are delaying the withdrawal process.

    HPG underlined that guerrilla forces in Northern Kurdistan have been acting in accordance with the call Kurdish leader Abdullah Öcalan made on 21 March and the KCK's decision to start the withdrawal as of 8 May.

    HPG said the first withdrawing groups are intended to reach and to be based in Media Defense Areas in Iraqi Kurdistan within a week. “The withdrawal process will continue in a planned and organized way following the movement of first groups”, it noted.

    HPG underlined that the increasing military activity in Northern Kurdistan must end to make sure that the withdrawal can take place and be completed succesfully.

    Remarking that HPG will be doing its part to ensure that Öcalan's efforts for a peaceful solution can be accomplished in the historic withdrawal process, HPG said it was of major importance that the Kurdish people, democratic public opinion and NGOs should also follow the process closely and play their part by creating inspection mechanisms.

  4. Άρχισε η αποχώρηση των μαχητών του PKK από την Τουρκία....

    Άρχισε η προαναγγελθείσα αποχώρηση των κούρδων ανταρτών του Εργατικού Κόμματος του Κουρδιστάν (PKK) από την Τουρκία προς το βόρειο Ιράκ, ανακοίνωσε σήμερα ο επικεφαλής του κύριου φιλοκουρδικού κόμματος της Τουρκίας.

    "Ξέρουμε πως η κίνηση (αναδίπλωσης) των μαχητών άρχισε", υπογράμμισε ο Σελαχατίν Ντεμιρτάς, συμπρόεδρος του Κόμματος για την Ειρήνη και τη Δημοκρατία (BDP), χωρίς πάντως να είναι σε θέση να πει αν άρχισε σήμερα Τετάρτη ή νωρίτερα ούτε να κάνει γνωστές λεπτομέρειες για το πώς πραγματοποιείται η αποχώρηση αυτή.

    Ο Ντεμιρτάς υπογράμμισε πάντως πως "οι μαχητές πρέπει αναμφίβολα να επωφεληθούν από τη νύκτα για να αναδιπλωθούν" προς τα στρατόπεδα του ιρακινού Κουρδιστάν.

    Η στρατιωτική πτέρυγα του ένοπλου κινήματος, η HPG, είχε επιβεβαιώσει χθες πως η αποχώρησή της προς τις βάσεις στα μετόπισθεν θα άρχιζε σήμερα Τετάρτη, όπως είχε ανακοινωθεί στο πλαίσιο της ειρηνευτικής διαδικασίας που διεξάγεται με την Άγκυρα, παράλληλα όμως είχε προειδοποιήσει εναντίον οποιασδήποτε "πρόκλησης" που θα μπορούσε να κάνει την επιχείρηση να εκτροχιασθεί.

    Στο σημείο αυτό ο Ντεμιρτάς, ένας κούρδος βουλευτής με κύρος, εξέφρασε κι αυτός την ανησυχία του για ενδεχόμενη παρέμβαση "σκοτεινών δυνάμεων".

    "Δεν περιμένουμε μια επίθεση του στρατού, αλλά σκοτεινές δυνάμεις, παραστρατιωτικές δυνάμεις που δεν είναι υπό τον έλεγχο των κυβερνητικών δυνάμεων, μπορεί να επιχειρήσουν να σαμποτάρουν την επιχείρηση", δήλωσε ο βουλευτής.

  5. Kurdish rebels begin critical pullout from Turkey....

    Kurdish rebels have begun withdrawing from Turkey into their stronghold in northern Iraq, a pro-Kurdish lawmaker said on Wednesday, in a major step towards ending a decades-long conflict that has left tens of thousands of people dead.

    The pullout is the first visible sign that months of fragile talks between the state and the outlawed Kurdistan Workers' Party (PKK) could succeed in ending 29 years of guerrilla war.

    "We know that they have started moving," Selahattin Demirtas, a pro-Kurdish lawmaker actively involved in the process, told AFP.

    About 2,000 rebel fighters are expected to begin leaving Turkey on foot, travelling through the mountainous border zone to reach their safe havens in the inhospitable Qandil mountains in northern Iraq.

    There they will join 5,000 fellow militants at the command base which has been used as a springboard for attacks against Turkish security forces.

    Ankara did not confirm the start of the pullout but Deputy Prime Minister Bulent Arinc said: "We are following the process closely.

    "It is hard to say with precision what is happening at what time," Arinc said in televised remarks. "What matters to us is the result, and it looks like we are getting there."

    The withdrawals are expected to take three to four months, with several media outlets reporting that the rebels have been on the move for weeks and that May 8 is a "symbolic" date of departure.

  6. Ανεπιθύμητοι οι Κούρδοι της Τουρκίας στο Ιράκ....

    Η κυβέρνηση του Ιράκ ανακοίνωσε ότι δεν θα αποδεχθεί την είσοδο στην ιρακινή επικράτεια ένοπλων ομάδων.

    Η αντίδραση των αρχών της Βαγδάτης ήρθε μετά την απόσυρση από την Τουρκία των ακτιβιστών του Κουρδικού Εργατικού Κόμματος (PKK), κατόπιν της ειρηνευτικής συμφωνίας.

    Ωστόσο, η κεντρική κυβέρνηση δεν έχει κανέναν λόγο στα βόρεια σύνορα της χώρας, τα οποία ελέγχονται από τους Κούρδους του Ιράκ, σημειώνει το Reuters.

    Στο πλαίσιο της συμφωνίας ειρήνης, τα ένοπλα τμήματα του PKK υποσχέθηκαν να αποσυρθούν από τις βάσεις που κρατούσαν στην τουρκική επικράτεια και να μεταβούν εκτός των συνόρων, στο βόρειο Ιράκ, όπου βρίσκεται η αυτόνομη περιοχή του Κουρδιστάν.

  8. PM Erdoğan: Only 15 percent of PKK has left Turkey....

    Prime Minister Recep Tayyip Erdoğan reportedly stated, “Only 15 percent of Kurdistan Workers' Party (PKK) members have left Turkey's soil since the settlement process began in late May,” on Wednesday during his final meeting with the Wise People Commission, which was tasked with touring the country to promote the settlement process and observe public reaction.

    The 63 members of the Wise People Commission presented their final reports to the prime minister, consisting of regional assessments, demands of the public and proposals for solutions to the problems revealed in their two-month study. At the meeting on Wednesday, held at the Prime Minister's Office in Dolmabahçe Palace, the group, which is made up of a wide range of academics, journalists, actors, authors and singers, relayed the demand for the government to take further steps to start the second stage of the process, since the PKK has reportedly been leaving the country, which was to mark the end of first stage. The prime minister's response was shocking to many: “This is a lie; 85 percent of the terrorists are still in Turkey.”

    Erdoğan also mentioned the latest provocative acts of the PKK, including a raid by the terrorist organization on a quarry in Bitlis Province and the abduction of two workers there. Erdoğan said the PKK had also extorted TL 1-5 million from businessmen.   9. Kurd militants make 'final warning' to Turkey on peace process ...

    Kurdish militants issued what they said was a "final warning" to Turkey on Friday to take concrete steps to advance a peace process aimed at ending a three-decade conflict, or be responsible for it grinding to a halt.

    "As a movement we are warning the (ruling party) AKP government for the last time ... If concrete steps are not taken in the shortest time on the subjects set out by our people and the public, the process will not advance and the AKP government will be responsible," the Kurdistan Workers Party (PKK) said in a statement on one of its websites.

    Turkish Prime Minister Tayyip Erdogan has said the separatist Kurdistan Workers' Party (PKK) has failed to withdraw its fighters from Turkey as agreed, a condition for Kurdish rights to be expanded as part of a peace process.

    Erdogan did not say what this meant for the process, seen by many as the best chance yet to end a conflict that has killed more than 40,000 people, mainly Kurds, since 1984, but indicated that a Kurdish rights package would be unveiled soon.

    "The promises made by the PKK to withdraw from Turkish soil have not been fulfilled," the newspaper Vatan quoted him as saying on his way back from Turkmenistan late on Friday.

    "Only 20 percent have left Turkey, and they are mostly women and children."

    The PKK feared its fighters, estimated at around 2,000, would be attacked as they withdrew to bases in the northern Iraqi mountains, but so far a ceasefire declared in March has largely held. The PKK has not said how many of its fighters have left, but says clashes could resume if Ankara does not take concrete steps by the start of September.

    Kurdish rebel fighters have stopped withdrawing from Turkish soil, citing failures by the government to take steps agreed under a peace process, but have vowed to maintain a ceasefire for now, Reuters news agency has reported quoting local website Firat News.

    Kurdistan Workers Party (PKK) fighters started withdrawing in May but the push to end a conflict that has cost more than 40,000 lives has become increasingly frayed, with both sides accusing each other of failing to keep their side of the peace deal.

    PKK leader Abdullah Ocalan, jailed on an island near Istanbul, declared a ceasefire in March after months of talks with the Turkish state and his fighters began moving to Iraq two months later under a deal envisaging increased rights for Kurds.

    "While the withdrawal is halted, the ceasefire position will be maintained so as to give (the ruling) AK Party an opportunity to take steps in line with Leader Apo (Abdullah Ocalan)'s project," the KCK - the rebels' umbrella political group - said in a statement on Monday.

    The Turkish Prime Minister Tayyip Erdogan, who has staked much political capital in the peace process, was quoted last month as saying the PKK had not kept its promise, with only 20 percent of rebels leaving Turkey, mostly women and children.

    Turkey, the United States and the European Union all call the PKK a terrorist organisation. It took up arms to carve out an independent homeland in the southeast but later scaled back its demands to greater cultural rights and autonomy.

    The conflict, stretching back over three decades, has stunted the development of one of Turkey's poorest regions and prompted tens of billions of dollars of military spending that have weighed on the state coffers.

    The ceasefire has largely held but PKK commanders had warned of new clashes if Turkey did not take concrete steps to advance the process by September.

    In addition to more Kurdish-language education, the Kurds, who dominate Turkey's southeast and account for about a fifth of the population, want anti-terrorism laws softened, the electoral threshold to enter parliament lowered from 10 percent, and more powers for local governments.

    Top Turkish civilian and military officials are set to meet today at a security summit to discuss a halt to outlawed Kurdish militants’ withdrawal from Turkey as part of an ongoing resolution process and surprise diplomatic moves to avert a military strike against Syria.

    The meeting to be chaired by Prime Minister Recep Tayyip Erdoğan will begin at 2:30 p.m. local time with the participation of Chief of General Staff Gen. Necdet Özel, Foreign Minister Ahmet Davutoğlu, Interior Minister Muammer Güler, Defense Minister İsmet Yılmaz and the head of the National Intelligence Organization (MİT), Hakan Fidan.

    Two issues expected to dominate the meeting are the outlawed Kurdistan Workers’ Party’s (PKK) Sept. 9 statement that it was stopping its pullout of militants from Turkey into northern Iraq and the recent development regarding a potential U.S. military operation against Syria.
