C'est la première fois que M. Tusk, qui préside l'instance de l'Union européenne rassemblant ses 28 chefs d'Etat et de gouvernement, sort de son silence concernant le référendum d'indépendance de la Catalogne, qui s'est tenu dimanche malgré son interdiction par le gouvernement et la justice espagnols.
L'UE s'abstient traditionnellement de commenter des conflits politiques internes de ses Etats membres, mais la donne a changé après les violences de la police espagnole dimanche pour empêcher la tenue du vote. Près de 900 personnes ont dû recevoir des soins.

It took the European Commission more than a day to respond to Sunday’s violence in Catalonia, in which a police crackdown on voters left some 900 people injured. The EU Council president has urged the Spanish PM to avoid further “escalation” and “use of force.”

“Violence can never be an instrument in politics,” it said, adding that it is incumbent on Spanish Prime Minister Mariano Rajoy “to manage this difficult process in full respect of the Spanish Constitution and of the fundamental rights of citizens enshrined therein.”
